(IT) A prelimin ary petition for a proposed constitu tions! amendment, which would he one of the most drastic ever to bo voted on In Oregon should It (tain enough signers to place It on the ballot, was filed In the stats depart ment here yesterday by W. The proposed amendment would provide that general elections would be held In November of esch year, primary elections would be abolished, and stnt offlcera would be submit ted to the voters for recall every two years. Other provisions were a follows: Recall of district, county and city officers to be submitted ese:i year. Csndldstea for possible vacancies resulting from recall to be filed prior to each election snd go on the bal lot. In case of recall, candidate receiv ing the highest vote shall be declared elected. Candidates elected to fill vacancies ahsll assume office 30 days nfter election. Tenure of sll etste oflces to be ex tended to six years and other ofllces to four years. Delegate to national conventions snd national committeeman to be chosen t general election preceding presidential year. (AP) Thl shock of depression has radically changed the saving and spending I habits of the so-called typical adult j American as measured In a survey by the magnzlne "sales management." Sixty three per cent of those cov ered In the survey had changed their attitude toward saving money. Slightly less than half of that group were Jolted by the crash into a more reckless outlook on life. As typified In the survey, thle class said, "spend It when you have It." On the other hand, a little more than half of the entire group were shaken to the other side of the pic ture by the same economic muddle. These people, the survey found, de clare "the depression taught me a lea son. I'm going to aave against the next rainy day." Such a change In the attitude of the people, "sales management" as serted, has brought about new mar keting problems, "and also great op portunities for those executives ekll ful enough to feel the pulse of the people." It was discovered In the survey, for example, that thoae persons with sur plus money favored better homes and house furnishings first, and then they wanted more recreation, clothes, travel, automobiles and education. That desire for motor cars, It waa found. Sept. 1S.(UJ) Norman D. Carr, 37-year-old Univer sity of California atudent, died of ! heat on the Isolated desert near ; Beatty, Nev., several days sgo, au ! thorltles reported on their arrival with hla body here today. Carr had been investigating min eral formations In the Porty-Mlla j Canyon area. Fear for hla life was I felt when his father failed to hear from him since August S4. A searching party traced Carr'a footprints across the desert for eight miles and came upon his sun-baked body. A previous attempt by hll father to locate Carr was unsuccess ful. Sheriff W. H.
