OFF' TO BE AMERICAN POLICY IN ETHIOPIA OIL (Continued from Page One) further and more complete consid eration between now and that date. "Here again the objective Is whol ly good. It Is the policy of this na tion to avoid being drawn into wars between other nations, but It is fact that no congress and no execu tive can foresee all possible future situations. "History la filled with unforesee able situations that call for some flexibility of action. "The policy of the government Is definitely committed to the main tenance of peace and the avoidance of any . entanglements which would lead, us Into conflict. At the earns time It Is the policy of the govern ment by every peaceful mians and without entanglement to cooperate with other similarly minded govern ments to promote peace." The state department received dis patches outlining the Ethiopian transaction today from Cornelius R. Van Engert, American charge d'af falrs In Addis Ababa. Secretary Hull would not comment officially until he could study the dispatches and obtain furtner Infor mation, but In response to question, he said any private American trans action in Ethiopia presented no mors question that It had' or would in any other part of the world. He added that the United States does not undertake to follow every American wherever he goes In foreign countries, oversee what he does, or advise him as to what he should or should not do In private business dealing. In addition to the temporary man datory arms embargo, the new lav also seeks to prevent any future American entanglement In foreign wars by authorizing the president, at his discretion: To prohibit American vessels from carrying war munitions to belliger ent countries: To warn Americans against travel ling on ship of belligerent nations or entering danger rones; To prohibit submarines from en tering American port; To require bonds from Amerloan ships against their providing men, fuel, ammunition or supplies to war or supply ships of any belligerent na tion. A national munitions control board also is set up to over-see the manu facture and export of munitions un der a system of licenses. Income Shares Maryland Funding, bid 110.65; asked, S17.90.
