(The emperor, who has appealed to th United State to urge peaoe upon Italy, says his country Intends to pursue even tt greatest need an outlet to the sea by peaceful means.) Br Emperor Halle fletasMel of Ethiopia. (Copyright. 1935. by Associated Press.) ADDIS ABABA, July 5. Ethiopia hM no aggreeslve Intentions against her neigh Dors. This Is my answer to accusations that we are seeking an outlet to the sea by violent means across neigh boring colonies. It Is a fact that Ethiopia needs an outlet to the sea, but we ahall obtain it by agreement with one or another of our neighbors by ordinary diplo matic means. The accusation has been made that Ethiopia refuses to collaborate with European powers, mainly Italy. Will Not Abandon Rights. Ethiopia does not refuse to collab orate with any country, but collab oration does not mean to abandon sovereign rights. It has also been brought to my at tention that I am accused of dislike of strangers, cultivation of territoiiil and political Ambitions against ad joining colonies, and also inciting African people to revolt against Eu ropeans. Foreigners like Americans and Eu ropeans established In Ethiopia for a long time are better able to appreci ate the reception and hospitality they enjoy In Ethiopia. Concerning the exciting of Agrln iveoplea against Europeans, this is an idea that hasn't even skimmed our mind. It hu come to me notice that Ethi opia la still accused of maintaining a slave trade. The laws published by the govern ment to attain abolition of slavery applied normally, and the accusations against Ethiopia are calumny multi plied by Italy for political aim. No Slave Trade. Thes lav trade exist no more. "With, what intention has Ethiopia tarted reorganization, moderniration and development of her army?" it ha been asked. The answer la: Reorganization of the Ethiopian army is necessity for realisation of a progrm of reform instituted by the Imperial govern ment to permit means to apply re forms, maintain Internal order in all provlncea of the empire and accom plish International duties. In connection with our program of reforms, we are ready to accept col laboration with foreign powers, when and if such collaboration brings no prejudice toward the political. Inde pendence and territorial integrity of Ethiopia, the asms idea held by Mrte lik (former emperor). Ethiopia has her own civilisation. deeply rooted and different from west ern civilization. It Is dlflcult and even daneerous to use violent, rapid methods, be cause it 1 Impossible to superimpose one clvlli rat ion on another. Perhap certain of our European friend consider our progress slow, but those who know the mentality of our people will understand the im portance of the reforms accomplished. ULINARY RAFT ....
