Voting Ashland in the circuit as the only new team, the three 1034 ciubs turned thumbs down on the bids or Coqutlle and Med ford's Oil more Lions to make It a six -team setup. Reasons were that Coqutlle was too far a hop and that Med ford couldn't support ft pair of teams. NBW YORK, April IWAP),-The national basketball rule committee has taken aim at two of the game's established features, tha post pivot play and the center Jump, and verely wounded both. The solona struck a heavy blow at the pivot or bucket play by ruling that no player will be permitted to remain In his free-throw lane, with or without the ball, for more than three seconds except when trying for loose ball. Then they decided to eliminate the center Jump after a successful free throw following a peraonal foul. In stead, the ball will be taken outside by the team scored upon at the end of the court where the point was made. HUs Pivot Piny The new "three-second" rule Is ex pected to dsal a near-death blow to the pivot play, argued vehemently pro and con for years by coaches and officials. It will prevent a team from posting a tall player In the free- throw lans to take the ball from down court, then turn to shoot or pass to a teammate dashing down the side of the court. In the events of an In fraction of the new rule the ball will go, out of bounds, to the opposing team. Elimination of the center jump after a successful three throw presented a compromise. Far western represen ta Uvea sought elimination of the cen ter Jump entirely as It was In the southern division of the Pacific coast conference this year. The committee decided, Instead, to eliminate the Jump only after a succe&sful free throw for tie time being. The new rule will not apply after technical or double fouls. Tighten Contact Rule The committee adopted three other rules changes designed to eliminate crowding on Jump balls and decided that In the future officials "must disqualify a player for flagrant viola tion of the personal contact rule." Formerly this rule simply gave offi cials authority to remove such a play er without making It mandatory upon thera to do so.
