The Council shall have, and hereby 1 granted power and authority to establish Just and equit able rates or charge to be paid for the use of uch sewage disposal plant facilities, by each person, firm or cor poration whose premise are aerved thereby, or upon subsequent services thereto and said rates or charge shall at all time be sufficient to service any bond issued hereunder and to create a reasonable reserve. The Coun cil may provide for the collection of such charges or rate by charges against each water user from the water system of the City of Medford having sewage connections, a monthly charge or rate In addition to the charges for the sale or use of water from said water system. Such month ly charge shall be collected from and paid by each water user having sewer connection to the water from said water syetem. The sum so determined to be set aside as sinking fund shall con stitute a first charge upon the gros revenue received superior to all other charge including the cost of main tenance and operation.
