whole or In part, a sewage treatment
and disposal plant, and the facilities
thereof, and to provide a sanitary
mean of deposing of the sewage of
aald City, with all appurtenances nec
essary, useful, or convenient for the
treatment and disposal of sewage for
the use end benefit of the .inhabit
ant of aald City and to acquire rights
of way, easements, persona) prop,
erty and real property within and
without the aald boundaries for tho
purposes, necessities, use and con
venience of aald City in securing an
adequate and aufflclont sewage dis
posal plant to be owned, operated,
and maintained by said City for the
purpose of sewage disposal and treat
ment of sewage of sold City and it
inhabitant, and for the purpose of
providing funds therefor, the Coun
cil of said City Is herebv authorized
and empowered to Issue and sell bonds
of said City In the sum not to ex
ceed One Hundred Thousand (100,a

the use of uch sewage disposal plant
facilities, by each person, firm or cor
poration whose premise are aerved
thereby, or upon subsequent services
thereto and said rates or charge shall
at all time be sufficient to service
any bond issued hereunder and to
create a reasonable reserve. The Coun
cil may provide for the collection of
such charges or rate by charges
against each water user from the
water system of the City of Medford
having sewage connections, a monthly
charge or rate In addition to the
charges for the sale or use of water
from said water system. Such month
ly charge shall be collected from and
paid by each water user having sewer
connection to the water from said
water syetem. Such monthly chargta
shall be collected from and paid by
each water user having sewer con
nection to the water commission of
the City of Medford. with the rates
or charges fixed by It for the use of
water and paid over by said commis
sion to the City Treasurer. In lieu
of. or In addition to the manner of
collecting such charge a hereinbe
fore provided, the Council may adopt
any other manner or method of col
lecting the same, and make all nece
sary rules and regulations for the use
of said sewage disposal facilities and
for the collection of the rates or
charges for the use thereof, flush
portion of the revenue from such serv
ice charge or rate a the Council
shall deem sufficient, shall be set
aside as a sinking fund for the pay
ment or me interest on aid sewage
disposal bonds, and the principal
thereof at maturity, and the Council
mey provide by contract with the
holder of such bonds, that the surplus
earnings, if any, be used to retire
such bonds In Inverse order of ma
turity. The sum so determined to be
set aside as sinking fund shall con
stitute a first charge upon the gros
revenue received superior to all other
charge including the cost of main
tenance and operation. The Council
shall have power and hereby 1 auth
orised to provide by ordinance for the
enforcement of collection of charges
or rate for the use of such sewage
disposal facilities In the manner and
as provided by Ch. 2B9 Oregon Lnwa
1933, or In such other manner a mav
