NEW YORK, Oct. 28. (AP) Don 14 R. Riehberg put squarely to ' American business today the choice of "re-employing at least four or five million willing workers' In private enterprise or supporting "a govern ment thsfc has the courage and the strength and vision to undertake the Job.' He emphasized better housing ait offering a vast well for the use of Idle capital and workers and holding forth "a far greater advance of our civilization than any other one de velopment." He's Not a Radical The director of President Roose velt's emergency council spoke at a Vincheon meeting of the New York Bond club. He jokingly warned the financial group not to associate him "with those radical economists who think that the government shoutd Interfere with private business by lending money to banks and to ran roads and other private enterprises that wish to be let alone." "It disturbs me profoundly, Rieh berg said, "to observe soctallstlcally Inclined business men going to Wash ington to get laws enacted and money granted to support private undertakings because I feel so strong ly that business should be able to stand alone. "My views are so conservative that X question the wisdom of many schemes to control prices and pro duction, even by private agreement, because such a process may move us toward a socialistic regimentation whether operated by private capital or under political control." He said this was the theory on which the administration hail sought to build new and strong foun dations for economic recovery.
