Grange went on record as opposlne the plan of using the county fair grounds for an artificial lake. The fuel oil co-operative move was dis cussed and the master gave a report of a recent meeting held by the di rectors. Belvlew Grange Is making a contribution toward getting the cor poration papers, and further plans wilt be discussed at Central Point Saturday evening when Pomona holds Its meeting. H. Burton, a Reedsport taxpayer. J. L. Gibbons, recorder of the city of Reedsport, In Douglas county, was named defendant In the action. Attorneys said that virtually every municipality In Oregon was Interested in the outcome of this proceeding. On August 37, 1034. the Reedsport council passed an ordinance author ising the Issuance and sale of refund, ing water bonds In the amount of 9140,500, which prescribed the form, maturities. Interest rate and Interest coupons. The ordinance directed the recorder to post the ordinance In three public places and publish a notice inviting proposals for the sale of the water bonds. Gibbons was alleged to have re fused to post the ordinance, seek proposals for tholr purchase, coun tersign the bonds or permit a fac simile of his signature to be engraved upon the coupons. Gibbons alleged that the ordinance was In conflict with section 1 of article 3 of the state constitution. He held, however.
