The state -owned Belt Line railroad, which operates along the waterfrout, hauled merchandise form the district An election among Pacific coast eh lp workers to meet one of the con ditions proposed by striking long shoremen in re turn-to-work negoti ations starts today when the fust ballots are cast in San Francisco. The election, to determine collec tive bargaining representatives for the marine workers, was announced by President Roosevelt's mediation board In response to the longshoremen's question: "What are you going to do about the seagoing crafts?" In the long strike, which started May 9. union seamen and allied crafta Join ed the longshoremen. Meanwhile, the board resumes con ferences with employers to determine what arrangement can be made for Immediate return to work of the Ion; shoremen, who have voted to submit their own grievances to arbitration.
