After the examination of the Swltzes, the magistrate announced he had signed 'warrants for the arrest of persons whose alleged connection with the bend had not been auspec! ed before the Americans were ques tioned. Police said they expec'd the round up to put 25 persons In prison when it is completed. The new prisoners are Colonel Du moulln. alias Charras, retired French army officer and proprietor of a mill tary publication; M. Aubry, engineer at an army powder factory and his wife; M. vatroslasrolch, a Rumanian born naturalize French chemist at tached to the National Institute of Biology; Mile. Riva Davldovlct, a Ru manian dentist. Girl Suspect Kiwi Police, bearing warrants which they said were based on Information ob tained from the Swltzes, also sought a young Bessarablan girl student, married to a Frenchman, but found she had fled. A mass of documents, including secret codes, photographic plates, films and photographs seized In raids, was added to alleged espionage ma terial previously recovered. Many of thq. documents, police said, deal with plans to protect Fiance against gas attacks and to mobilize industry In Paris In time of war, including production esti mates for all factories. Switzerland, the officers said, was a clearing house for distribution of the secrets. KrnniPup claimed Swltz previously had admitted, they said, that he mailed a photographic film to Switzerland for a "chance ac quaintance" but protested he had been "framed." Trails of the suspect were slowly uncovered by quizzing 180 persons ln 250 separate investigations by secret and general polica and the counter espionage service. In cooperation with the American and British detectives. Mile. Davldovici was charged with acting as the liaison between the alleged band and agents of Germany and Russia, receiving and distributing- letters from those involved. The band, said police, had a book keeping department whose records show Dumoulln and Aubry received 6,000 frances (approximately 1325) a week and Vatroslasrelch 3,000 francs (about 105) a week. Secret documents of the Superior War school were seized at Dumoulin's home, they said. Aubry Is accused of copying and sending documents to foreign coun tries and Vatroslasrelch with supply ing French plans for defense again! gas attacks. The missing Bessarablan girl is charged with developing and printing a secret code for films. Color Code Suspected Many photographic papers bore spots of different colors which police believed to be a code. Police charged incidentally that Dumoulin's magazine .tended to In cite non-commissioned officers against their superiors. The American consulate made a full report to Washington, baaed on news paper accounts. French authorities maintained of ficial secrecy, declining to disclose details of th supposed espionage against the United States, or what took place when the S wit sea were quizzed. Another woman and her husband were reported arrested at the home i of Davldovici, making seven seized In J today's raids. Attorney General I. H. Van Winkle ruled In an opinion handed Sherman s. Smith, district attorney of Josephine county. Under the civil law one exception la made to this rule, In the case, of married females where the county hss no legal right to compel them to support indigent parents "while their husbands live." Under the criminal code, however, all persona able to support Indigent relatives and fall to do so may be punished by Jail sentence and fine, under which no exception Is made. Explaining the situation under the exception, Van Winkle declared that "If an applicant for an old ago pen sion has a married daughter whose .husband Is alive and who Is tlnan clally able, but refuses to provide for the care and maintenance of such applicant, the county court would be precluded from compelling her to do so by an action of law, ... but In asmuch as a mandatory duty la Im posed upon the counties to provide for the cars and maintenance of Ita poor persona It would be the duty of the old age pension com mission to grant the pension applied for, although the daughter may be subject to criminal prosecution." Easter pro gram for the Medford Rotary elub, City Attorney Frank Farrell present ed a talk upon the "The Greatest Trial In History" at a luncheon meet ing today at the Medford hotel. In thla enlightening address. Mr. Far rel! discussed the legal angles of the trlsla of Jesus leading up to his cruci fixion. Throughout the tangled legal pro cedure. Pontlua Pilate was clearly "on the spot" the spesker said, and in hl final action In turning Jesus ovor to the Jews to be crucified the Ro man wae motivated by political and "policy" reasons. The Initial two trials before the prejudiced Banhedrln were farcea In which usual legal procedure waa disregarded. Original charges were changed first to blasphemy, then to treason and. when Jesus is defend ant, appeared before Pilate in ac cordance with Roman law, he was acquitted. When popular clamor again forced Pontlaa Pilafe'a hsnd, Mr. Farrell told the Rotarlana how the esse was sub mitted to Herod who also cleared Jesus of the accusation, after which Pilate again was called upon to take action. The Roman again acquitted Jesus with "chastisement" which did not appease hla many enemies, and Pilate, for political reasons, turned the man whom he had twice acquit ted over to the multitude to be crucified. Mr. Farrell explained. In this Interesting legal slant upon the famous "case" how all prlnclplea of law and usual legal procedure were discarded. J. H.
