( AP) The great est problem confronting the state liquor commission in Its responsi bility for the high standard of ope ration will be the licensed beer and wine dispensorles. and not the state liquor stores, George Sammis, admin istrator of the commission, said In an address here today before the Salem chamber of commerce, "The moral obligation for the en forcement of the act rests with the commission, as well as promoting tem perance." Sammis said. "The atate liquor stores will not prove a prob lem In this respect as they will be situated in keeping with temperance, will be operated as dignified bs a bank and no loitering will he permitted.
