SALEM. Feb. 20. ( AP) The great
est problem confronting the state
liquor commission in Its responsi
bility for the high standard of ope
ration will be the licensed beer and
wine dispensorles. and not the state
liquor stores, George Sammis, admin
istrator of the commission, said In an
address here today before the Salem
chamber of commerce,
"The moral obligation for the en
forcement of the act rests with the
commission, as well as promoting tem
perance." Sammis said. "The atate
liquor stores will not prove a prob
lem In this respect as they will be
situated in keeping with temperance,
will be operated as dignified bs a bank
and no loitering will he permitted. It
will be the licensed beer places which
will furnish a problem."

Portland alone has 1330 llrenscd
beer parlors now, but many of these
will be eliminated under the state
tnntrol, Sammis continued. He stated
licenses would he Issued the latter
part of this week, and establishments
now operating under city licenses will
be under state supervision by March 1.
"This Is the sixth week we have
been working to establish the state
wide set-up." the administrator asld,
"and we are now rendy to open stores
over the state after learning consider
able In the operstlon of the four
stores In Portland since last Thurs

agencies. Licensees for sale of beer
