(AP) Con struction will begin soon on a $300. 000 plant to be built here by the Santa Cruz. Portland Cement com pany, tt was revealed late yesterday by the San Francisco office of the company. The storage plant will have a ca pacity of 60.000 barrels. It will be built on the river front, enabling the company to fill orders in bulk or sack, and to ship by rail, water or truck. Hock ley, state engineer, -has announced that the PWA has called a halt on applications for new projects. Hockley quoted a statement from Administrator Ickes, who said: "It would be unfair to permit munici palities to spend money In the prep aration of projects when there will be practically no chance of the gov emmem being able to finance them." The admlnlHtrator asked the state engineers to submit a complete schedule showing what projects are pending, and when the state boards will make recommendations on them. Bingman of 80.1 McAndrews road celebrated his 77th birthday yesterday and was Joined In the hap py observance by Mrs. Bingman, to whom he has been married for 87 years.
