PORTLAND, Feb. 15. (AP) Con
struction will begin soon on a $300.
000 plant to be built here by the
Santa Cruz. Portland Cement com
pany, tt was revealed late yesterday
by the San Francisco office of the
company.
The storage plant will have a ca
pacity of 60.000 barrels. It will be
built on the river front, enabling
the company to fill orders in bulk or
sack, and to ship by rail, water or
truck.
The Porlland Plant will distribute
the Santa Cruz company product
throughout the Pacific northwest. ' '

ley, state engineer, -has announced
that the PWA has called a halt on
applications for new projects.
Hockley quoted a statement from
Administrator Ickes, who said: "It
would be unfair to permit munici
palities to spend money In the prep
aration of projects when there will
be practically no chance of the gov
emmem being able to finance them."
The admlnlHtrator asked the state
engineers to submit a complete
schedule showing what projects are
pending, and when the state boards
will make recommendations on them.
The state boards must act on
pending projects before Februnry 28.

The ruins of this ancient city have
been explored and excavated practi
cally since the Italian occupation of
Tripoli in 1911. The rich archaeo
logical harvest these have yielded
thus far has by no means been ex

The systematic excavations have
led. In the past, to the unearthing
of extensive remains of the city, in
cluding temples, baths, forums, pub
lic buildings and private .houses.
A new enthusiastic drive on the
part of resident archaeologists has
resulted In Vie discovery of the tem
ple whose cells. It is reported, were
paved with slabs of yellow Numldian
marble in such good state of preser
vation that Its restoration la assured.
The column of the pronaos, in white
marble with Corinthian capttale, were
found Intact.
Leptla Magna, also known as Nea
polls, is situated! on the coast of
North Africa, between the Syrtea and
the mouth of the Clnyps river. Origi
nally a Phoenician colony with a
flourishing commerce, although It
possessed no harbor, it formed with
Abortonum and Oea the African Tri
polis. or "three cities." The Romans
made it a colony and it was the
birthplace of the Emperor Septlmua
tieverus and continued to flourish
until 368 A. D. whe nit was almost

road celebrated his 77th birthday
yesterday and was Joined In the hap
py observance by Mrs. Bingman, to
whom he has been married for 87
years.
The Blngmans have lived In Ore
gon since 1808 and in Medford since
1928. Thirteen children were born
to their union and all survive. They
also have 40 grandchildren and 28
great grandchildren.
