FCA, a Roosevelt baby, la amy seven months old. Already 140,000.. 000 have gone out to lighten the farmera' mortgage load. Regional banka have been act up to loan farm ers money for production, marketing and purchasing, the three msln func tions of raising crops and livestock. These loans are made through co operative groups. Oovernors of two-thirds of the ststes, at FCA request, have named farm debt adjustment committees. These, In turn, will form local com mittees to bring together debtors snd credltora. Created In May. The Farm Credit administration was created In May to carry out term of two major act of President Roosevelt's special session of con gress: the emergency farm mortgage act and the farm credit act. The former aimed to bring relief to farm debtors; the latter to create co operative facilities for obtaining pro duction credit, also credit for farmers' co-operative marketing and purchas ing associations. Henry Morgenthau, Jr., wa called to head FCA and Immediately plunged into the taak of co-ordinating govern ment agencies for supplying agri cultural credit.
