ELECTRIC DEVICE BY NEW RULINGS California's New,?,500,000 Prison for Women Proves Welcome Change From San Quentin Confinement TEHACHAPI, Cal. (UP) Although convicted of felonies ranging from theft to murder, California's women convicts have become home makers near here at the state's new $500,000 prison for offenders of their sex. The vanguard of 28. first to be transferred from 8an Qucnttn Prison. Is working hard to "fix up the ranch before the other girls arrive." The "other girls," 145 women still at San Quentin, will be transferred In ft few weeks. Only a few of the first group of women were glad to go to their new quarters. Some fought against the transfer, others were sudden and non. committal. Today, the outlook Is brighter. Moat of them wear smiles and have fallen to work with a will to make "The Ranch," as they have nick-named the new institution, as much a home as a prison may be. The lnmatea even have staged general wash-day, spreading their laundry around the spacious lawns and on the shrubbery of the grounds to dry. The officials In charge encourage such ascendancy of normal feminine Instincts and occupations. Without the usual appurtenances of a stone walled, iron-barred prison, yet well dlsclpllned, the new institution Is an ! experiment In penology. j Miss Jane Jackson, head matron at j San Quentin for 17 years, now as sistant to Acting Warden U. A. Smith at Tehachapl, believes that the ex periment will be a success. "If, because of this new environ ment and surroundings we can send even a part of our women back into the world, honest. ' upright citizens, our work will not have been In vain," she says. "I am confident that we will send not part, but all, back Into society In Just that way." The environment at "The Ranch" is physically attractive. No iron-barred windows sre In evi dence and no armed guards patrol the grounds. It has the appearance of a fashionable girls' school or rest home and health center rather than a penal Institution. Instead of a cell, each Inmate has a separate little room with colored walla and gay curtains, furnished with a single bed, a lowboy and a -rooking chair. The two honor pottages, housings 32 women each, and the administra tion and Industrial buildings, have no bars upon the windows and It Is only in the detention building, where newcomers or recalcitrants are housed that the windows are barred. These bars are not visible from the outside. Each building has Its own kitchen, dining . room and sitting room. A recreation court has -a croquet ground and tennis court, and facilities for other sports will be provided In sea son. The buildings are Imposing in Norman-French architecture. Although they form a prison, they form also a school where training 111 gainful oc cupations Is to be given. There also Is a health unit where mental and psychological adjustments will be made, in an effort to bring Inmates back to useful citizenship. The domestic science courses are being organized and preparations made to teach sewing, laundry and other trades. To Increase safety In the city of Medford and to protect the people from faulty electrical equipment, which constitutes a danger in any home, the cliy council this week re ported final passage of the ordinance regulating the sale of electrical ma terial here. The ordinance requires that every person or firm planning sale of elec trical material, first determine whether or not It is spproved for in stallation and use in the city of Med ford. It also requires that electrical de vices be used only- for the purposes Intended and that they carry mark ings, giving voltage, current, wattage or other appropriate ratings. It also states that it shall be unlawful for any person, firm or corporation to remove, alter, change or deface any of the necessary markings, required by the ordinance. Inspector Empowered. The ordinance empowers the elec trical inspector of this city to en force all of the provisions of the or dinance. Conformity of electrical ma terials, devices and appliances with standards of Underwriters' Labora tories. Inc.. as approved by the Amer ican Standards association, and other standards as approved by the Amer lean Standards asoclation, shall be prima facie evidence that such elec trical materials, devices and appli ances comply with the requirements of this ordinance. Every person, firm or corporation engaging in the business of selling electrical materials, devices or appli ances, designed for attachment to or installation in or on any electrical circuit or system for light, heat or power. Is -required under the ordin a nee to obtain a license from the city of Medford to do so. .The license will cost $15. The ordinance also carries a pen aJty for violation of any of its pro visions. (UP) How the 'barking of a three-month-old dog saved a forestry camp at Pros pect creek, Coeur d'Alene national forest, from being wiped out by fire recently was told by camp members here. The small pup, owned by H.I Nystrom, camp cook, and named "Barney Google." barked so furiously after sensing a fire that he aroused the ,camp checker who was Just able to stop the fire.
