(AP) A far reaching plan to guarantee retail sales at or near factory fixed prices was presented to the recovery ad ministration today by the Mtlon'a druggists at the conclusion of their hearing on a code of fair competi tion. The plan, embodies in the tentative code, provides that no retailer cf drugs or cosmetics could sell auch goods at a discount of more than 21 per cent of the retail price set on them by the manufacturer. For instance. If an article was marked 91 by the manufacturer, tt could not be sold at retail for leaa than 79 cent. The proposal was aimed at cut throat price cutting, not only aa prac ticed by some drug stores, but by others which sell what the druggists defined as their goods. Thus, vir tually all goods having to do with health, would be sold under this price agreement, aa would face powders, toothpaste, perfumes and' some foods, many of which are sold In depart ment stores, beauty shops, stationers' shops and so on. KIDNAPERS QUIET; DENVER, Aug. 28. (fl) Fears for the life of Bernard Bltterman, youru Denver department store executive, kidnaped Thursday night, were ex pressed today by Ira C. Rothberger, attorney for the Bltterman family. The attorney ssld his apprehension was based on the fact the abductors have made no attempt to communi cate with anyone since a note, mall ed at Cheyenne, Wyo., was received yesterday by Alfred Trlefua, general manager of the May company, Den ver department store. BAN FRANCISCO, Aug. 28. The weird kidnaping of Willard F. Wood, 69, retired reclamation engin eer and cousin of the late William Howard Taft, In which the victim was forced to help rob his own safe de posit box to get ransom money re suited today in the death of Police' man Michael McDonald, M, of a gun shot wound. ' The kidnaper, Howard Stafford Meek, 30, alias Henry Jennings, was killed yesterday by two policemen in plain clothes aa he fled down Mis sion street after shooting McDonald. "In Klamath Falls,' Mr. Ashurst saia, "the banks, insurance com panies, real estate dealers, and mem bers of the bar association assisted and co-operated with us to prepare all of the application blanks, which greatly facilitated making loans in that county."
