FOWLER Move to Lift Heavy Interest , Burden From Farmer's Back Based On Issue of Two Billions in Bonds KM ED Broadcast Schedule 'There 1 conlaerabe interest In the farm mortgage bill recently paw ed by the bouse of representative," aal4 county Agent R. O. Fowler to day. 'The purpose of the bill Is to give effect to the recommendations of president Kooseven, urging ment of legislation to relieve farm' r' burdens of mortgage Indebted' nea. Following la an analysis of the bill." . . The bill provides for a consolid ated Issue of Federal Land bank bonds. In an amount not to exceed two billion dollars. The bonds are t be a lolnt obligation of all the 13 Federal Land banks and are to bear Interest not to exceed four per cent. Payment of Interest on the bonds Is to be guaranteed by the treasury. -' Tn Exchange Bonds. The Federal Land banka will have authority to s" b'inge these bonds for approved ft ." mortgages on rarm nronerty. or te purchase such mort gages, but the v lue of the bonds to be exchanged ior, or wie purcnoi price of any mortgage shall not ex ceed the face of the mortgage, nor hall It exceed so per cent or m normal, value; of the land mortgaged, plus 30 per cent of the value of the permanent lnaured Improvements. - The bill fixes a time limit of two year In which these Interest-guaranteed bonds may be Issued. The In terest rate on existing mortgage loans made through national farm loan as sociations by tine Federal Land banks and those made within two years after passage of the act, can not ex ceed 414 per cent, and provision Is made for reducing payments on mort gages now held by the Federal Land banks to the same rate, but where loans are made direct by he Federal Land banks, and not through a farm loan association, It la to be one-half of one per cent greater. May Defer Interest. Fifteen million dollars Is author, iaed to be appropriated to cover the loss to the Federal Land banks caus ed by reduction In the mortgage In terest rate. The eecrtary of the treas ury is authorised to subscribe 00 mil lion dollars to the paid-in surplii of the Federal Land banks, on approval of the farm loan commissioner, this urn conetltuting a loan which will permit . the banka to defer for five year amortisation payment and to decrease or postpone Interest pay ment due from farmer borrowers whort are unable to meet them. .' Th effect of the above provision Is to permit a farmer to keep h,ls Fed eral Land bank mortgage In good standing with total annual payments of only 414 per cent a against pres ent paymente, Including amortisation, of an aversge of ,614 per cent, and t offer opportunity for further re ductions In cases of extreme need. , " It Is hoped that other credit agen cies holding farm mortgages will as a result of the passage of the bill olfer similar lenient terms during the emergency to their larmer borrowers. Direct Loans Possible, There la also provision for special loans to be made by the farm loan commissioner direct to farmers on the security of first or second mort gage on land, chattels or crops. The mount of any such Individual loan 1a not to exceed five thousand dol lars and It must not amount to more than 15 per cent of the normal value of the property pledged as security. Th interest rate of these Individual loan la to be five per cent and they are to be amortized In 10 years. One of the purpose of this provision Is to permit farmer to regain posses sion of farm home lost through foreclosure within the last yeoi. The Reconstruction Finance corporation 1 authorised to advance two hundred million dollars to the farm loan com missioner for this purpose. The bill contains .provisions for the orderly liquidation of the Joint Stock Land banka. After the date of the passage of the act they are forbidden to issue any tax exempt bonds, or to make any farm loana except those Incidental to refinancing existing loana or bond Issues, or to the sale of real estate. R. P. C. Fund AvnllaMe. The Joint Stock Land banks would he permitted, under the bill, to bor row up to a total of one hundred million dollars out of Reconstruction Finance corporation funds, to be plac ed at the disposal of the farm loan commissioner, on the security of mortgage held by the Joint Stock toank. but the amount of any loan la not to exceed 60 per cent of the normal value of the farms covered by the mortgsges so pledged. A con dition of such loans Is that the Joint Stock Land banka shall agree to re duce to ( per cent the Interest charg ed on their mortgage and a further condition 1 that tliey ahall agree not to foreclose any mortgages unless the property 1 abandoned, or foreclosure 1 neoessary for other reasons In the opinion of th farm loan commis sioner. There 1 an added provision In the bill for loans by the Reconstruction Flnano corporation In an- amount not to exceed fifty mllilo dollara to drainage, levee, Irrigation and similar districts to permit them to refinance outstanding indebtedness. Gates yesterday filed answer In circuit court to the complaint by Jesse Walton, asking $16,570 damages for Injuries received last July when a car belonging to the Dates Auto company, and driven by Ralph Dins more, turned over on the Butte rails highway, badly injuring Walton. Oates charged In the reply that Dlnsmore had driven the car beyond the distance that R. M. Miller, car salesman, had given him permission to drive It, and therefore the Gates Auto company wa nob liable for In juries received by Walton In the wreck. The reply also charged that Walton made no effort to atop Dlnsmore from driving the car at a dangerous speed. F APPLEGATE CAMP SITE IS SURVEYED Capt. J. M. Btowart of Vancouver Barrack, In company with forest ser vice official, left thla morning; for Beattl Bar, at the head of Big Apple- gate, where Captain Stewart will In spect the forest campsite there pre paratory to the establishment of the first reforestation army camp m Ore gon, in he near future. Captain Stewart will leave tonight for Eugene, where he will Inspect a second site, to return later to Jack son couny for further inspection. Eleven campsites will be Inspected by Captain Stewart and will be In spected for transportation facilities, sanitation, water and other elements that are necessary for the establish ment of a camp with 236 men In It. About 300 unemployed workers will be detailed to each camp. Captain Stewart said, with officers, forest service foremen, doctors, cooks and other overhead making up the re maining 36. Eight hundred men are now sta tioned at Vancouver Barracks, sea soned and ready to enter the camps. The camp at Seattle Bar will be the first to be esabllshed In Oregon, but will be followed soon by camps In bhe Vicinity of Crater Lake, Some of the camps will be "canvas camps," Captain Stewart aald, and some will have buildings erected, de pending on the altitude, and whether they will be year-round or Just six months camps. Med ford's quota for the first camp will be about 66, It is understood now, with the 65 being selected from men already registered at the county relief headquarters. Each applicant Is being lnvestlgtaed and those most In need of work are being given pref erence. Officials are anxious to get the camps started as soon as possible, Captain Stewart said, so & complete season's work can be enjoyed. Evangelist Tells Missionary Work Experience Tonight (Contributed.) One of the most Interesting ser mons of the evangelistic meetings In progress at the Christian church, con ducted by Teddy Leavltt, la tonight's subject, "Personal experiences In mission work on the Inside passage to Alaska, logging camps and out-of-way places." Teddy will tell of turning pool halls into churches, con verting lumberjacks, prize fighters, and winning 6,000 to God. The Saturday night subject will be, "Choked to Death by the Devil." Sunday morning, "The Family of God": evening, "Christ at the Door." Teddy knows Ood, men and the bible, hates sin but loves sinners. Hear him and be convinced.
