LOS ANGELES, Feb. 1. (AP) Howard Harding Jones, who ordinar ily keeps his tongue when the mat ter of football rules changes are dis cussed, broke his silence today with some pertinent remarks anent passes, use of the hands and things. To sum It all up, the University of Southern California's highly suc cessful mentor thinks the Illegal use of hands rule should be enforced or abolished. Pernicious passing should have a greater penalty and the side line play should be eliminated. Shonld Enforce Rule. "Tf the officials aren't going to enforce the penalty for illegal use of the hands,!, said Troy's head man, "and I didn't see it "enforced all last year, then I say take the rule out and let everybody use 'em.
