FOR two years or more, you have read at Intervals of revolutions In Latin-America. As a result of these revolutions, existing governments have been overthrown and new govern ments have taken their place. Bloodshed, usually, has accompa nied these revolutions. RADICAL disturbances In Europe and revolutions In Latin-America are signs of acute dissatisfaction with government. The people who take part In them don't like the govern Jnenta they have, lack confidence in them, see in them no hope of reali sation of the hopes they cherish, and so turn to force as a means of get ting government that la different. a ' tlon with government in this country, as everyone has known who has talked much with all kinds or neonle. This dissatisfaction .was voiced quite pointedly In the book, "Wash ington Merry-Go-Bound," and the 111m based on It, both of which stress the existence of a powerful and amis ter Invisible government. a FRIEND said yesterday to this fTs writer: "This book, 'Washington Merry-do-Round', did a lot to inspire the loss of confidence In the government which was responsible for the results of Tuesday's election." That la doubtful. It is proBable that the book was merely a reflection of thinking that was current through out the country. The lack of confidence in govern ment had been evident for a long time. They ' waited, more or less patiently, until the next election came around, and then went to the polls and made their dissatisfaction apparent by vot ing AGAINST those who were In and FOR those who were out. The results were drastle. rjTJT In these results there was D lesson of the utmost Importance, It Is this: While the people of this country may have lost confidence In the men who have been administering our gov. , ernment, they have not lost confl' dence in our FORM OF GOVERN MENT itself. In voicing their dissatisfaction, they msde use of the Instruments pro- vlded by this very form of govern ment, and did not even entertain the thought of force. That la immensely reassuring. It Indicates that our form of govern ( ment la sound and healthy, able to adapt Itself to whatever needs may arise. It Is a pretty good form oi government, after all. The Democratic party, which has been el-svsted overnight to power, hss 1 great opportunity. If it has the cs pacity for real leadership. It will re- main in power over a long period. It It lacks capacity for leadership, it too will lose the confidence of the public and will be overthrown. (AP) A special session to provide sufficient revenue to operate the state government will be necessary If the state tax on real property remains off the levy, and the session would have to be called prior to the levying of next year's taxes December at. This was the opinion of the members of the state tax commission, state budget director, and aeveral leaders of the 1931 legis lature as voiced to the Associated Press today. Rests On Demand. The calling of the special session, comprising members of the 1931 as sembly, by Governor Julius L. Meier will rest entirely upon the demana for further elimination of the prop erty tax. It was pointed out by state leaders versed In the situation. The governor Is considering a salea tax, but will recommend It only If the demand for continued relief upon nronerty taxpayers Is sufficient, It was declared. The governor. In a ststement to the press Saturdsy night, said he was considering recommending a selective sales tax to the legislature, to put this In effect prior to the levying of new tsxes would require calling the old legislature back to Salem. A dog, marooned on an Island, led to an Investigation which disclosed an overturned boat, & hat and oar bearing the Initials of the miss ing men floating on the lake and equipment owned by them In a de serted cabin near the mouth of Wood river. Hanks, who had been employed by the woman for work around her home, came to the cabin at an early hour Sunday and attempted to gain entry by crawling through a window and was warned away by Miss Bryant, who upon ills refusal to heed the re quest, fired through the cabin wall, county offlcere said they were told by Miss Bryant. Hanks waa a native of Monte villa, Ala., and his mother realdea In Prlsco City, Ala.- Mies Bryant Is said to be the daughter of a former Kansas Judge, now dead. She Is ssld to have been divorced several years ago from a man named Rice of Grants Pan. Police said Miss Bryant told them she and Hanks had been drinking and that the man became abusive, beat her and proceeded to wreck the place. He tore a stove loose and carried It Into the yard. Hoover Asks Roosevelt to Confer On Question Solons Air Wide Views On Cancellation, Moratorium ALBANY, N. Y., Nov. 14. (fl) President-elect RooseveH today pre pared a reply to President Hoover's Invitation to a White House confer ence on the war debt situation. It was believed by those close to the New York governor that he would accept the Invitation and suggest ths conference be held on Monday or Tuesday of next week. WASHINGTON, Nov. 14. (?) Whatever President Hoover and Presi dent-elect Rooievelt might agree on In connection with war debts, signs point to plenty of controversy In congress. As the President sped homeward. and his successor prepared In Albany to reply to his Invitation for a white House conference, returning members of congress aired their views to news papermen in Washington. Senator Fess, (R., Ohio) favored an international conference looking toward debt "adjustments," but op posed undertaking negotiations aim ed to bring about cancellation. Representative Byrna of Tennessee, one of the lesdtng candidates for speaker In the new Democratic house, expressed opposition to extension of the moratorium such as Is sought by European powers. "I do not think that congress, In view of its definite stand last year against reduction of the war debts, will grant any reduction." he said. 'I certainly would oppose any con sideration of the debt question by congress unless it Is to the interest of the American taxpayer.' Roy Roblnett, 43- year-old ex-service man, died at local hospital early today from knife wounds Inflicted Sunday evening, of ficers said, by W. H. Baughn. 03, over an argument about title to an auto mobile, at the home of Mrs. I. Schock- er, formerly Olive Roblnett, near De trolt In eastern Marlon county. Baughn offered no resistance to of ficers and was lodged In the Stayton Jail overnight. Roblnett was brought to Salem but died on the operating table. He was single. ' The unusually hard rain, strong southwest wind and a high tide com bined Sunday to delay travel along the north Oregon coast. An 8.2 foot tide reached the highway along many sections of the coast and a wind of gale velocity interrupted telephone communication. Heavy rains prevailed over the en tire state during the week-end. Relief Fund Levy Awaits The budget committee la awaiting an opinion from the attorney-general upon tne matter of a relief fund levy before taking definite action. The budget committee hopes that a local relief levy will not be necessary and hopes to tide over the situation with. federal funds, soon to.be available. Reductions over the road levies of Isst yesr are also contemplated. The bulk of the road program will be left to special road levies by the districts interested, . lnBtesd of by general levies. Road districts of the county are required by law to hold their special road levies during November. as yet no special road elections have been listed. The school levy will probably show but a alight slash over last year, aa most of the school levies are manda tory by law and Ironclad. To date the budget committee has devoted Itself to a thorough study of the tax problems of the county and molded conclusions Into Shape for final and definite action looking towarda retrenchments. Next meeting of the budget oom mtttee will ba "subject to call.' Ben E. Harder, chairman, said today that gooa progress waa Being made, "with; a fine spirit of co-operation by the county court." The budget commit tee Is composed of the county court, lien B. Harder of this city, Henry a. Enders of Ashland, and Dr. Oeorge A. ueane oi tne central Point-West Side district. When the budget for the year has been completed, a publlo hearing will be called, with ten daya notice. No date has yet been set, but la expected to be during the first week of De cember. E Josephine county seasion of the cir cuit court. Judge H: D. Norton pre siding, la now under way. Judge Norton la expected to return to this city Thursday. The calendar for the next petit Jury term of the circuit court will be made up next week. No definite date has been set for the calling of the petit Jury. A number of criminal cases will be heard. These Include the trial of William P. Glayxer. former Trail resi dent, indicted for alleged assault with Intent to kill his wife. Golds, at Ash land, last August. Glayzer has no . attorney and It Is expected that one will be named by the court. Trial of Relnhard A. Rolf of Central Point, Indicted for Involuntary man slaughter for the accidental killing of Joseph St. Germsln, his hunting compsnlon, in mtatake for a bear lass October, Is also scheduled. Leslie (Buck) Wilson Is also sched uled to face a Jury. Wilson, on pa role from the atate prison, stands In dicted for receiving stolen goods. He clslms he Is a "victim of circum stances." and had no part In the rob bery of the J. C. Penney store at Ash land laat July. Emalee (Bobby) Mans field, Virgil (Dodo) Burnett and Lu ther (Toots) Crosby, have entered pleas of guilty to the store robbery. They wilt not be sentenced until after the trial of Wilson. The trial of Robert Rose, and JacK Rice, Long Mountain dlatrlct resi dents, charged with setting forest fires, are also scheduled to be heard. Rose Is at liberty on bonds, recently raised upon recommendation of the grand Jury, because of the allegations that Rose had threatened a witness against him. Grand Jury Near End of Probings The grand Jury, William T. drleve of Prospect, resumed its sessions to day and will finish up a number of minor matters before making a ftnsl report. They will Inspect the poor farm, county machine shops and the courthouse. A number of criminal matters, unflnlahed when the body adjourned before election will be con sidered.
