Meier today adviaed Paul V. Maris of Corvallis, secretary of the state wide relief council, in a. letter. The Information, he said, waa of vital im portance to all county Judges con templating federal relief loans. Under one procedure, the gover nor's letter stated, the governor may make application for the total sum required by the entire state, and dis tribute the amount received to local subdivisions on the basis of relative need. Under the other plan, the letter tatod, the governor may approve the applications and certify to the needs of the respective political subdivi sions' of the state and those subdi visions may thereafter negotiate their loans direct from the corporation. In this event, no deductions are made from the future federal allotments for nlghvays. The governor favored this procedure. The governor said he was advising the committee following careful study of the recommendation of the execu tive committee of the state relief council as to the method of proced ure in securing loans. The only ap plication, that from Klamath county, has been transmitted already by the governor. In commenting further upon the situation, the governor In his letter said: For Direct Action 1 am 5n accord with the reeom mendat'ton which your committee has made following a state-wide survey of conditions in Oregon, namely, that the counties In need of loans for direct relief and work relief shall ne gotiate their loans directly with the Reconstruction Finance corporation. The reasons for adopting this policy are as follows: "The governor if required to cer tify that the money now available or which can be made available by the state, its political subdivisions and private contributions are Inade quate to meet relief needs. This cer tificate can more readily be made and substantiated by the counties ' requiring loans than by the state of Oregon. Approval of applications submitted by the counties should, therefore, bo more certain and Im mediate. Would Stimulate Borrowing . . Failure on the part of the state to require repayment by the borrowing counties would operate aa a penalty on all non-borrowing counties and would atlmulate maximum borrow ing by all counties as a means of self-protection. "According to th terms of the bill and to advices received from repre sentatives of the Reconstruction Fi nance corporation, the fact that a county Is undergoing a period of se vere financial stringency which has exhausted Its resources and strained Its credit will not Impair that coun ty's opportunity to secure a loan. In fact, such a showing must be made before the funds are available. 'In transmitting the application of Klamath county to the Recon struction Finance corporation, I have asked for prompt advloe as to whether this policy would In any way Impair the chances of the state of Oregon to obtain full considera tion of Its needs, or would cause delay in securing action upon our requests. Port, chairman of the home loan board, said today there had been a noticeable easing of the mortgage situation in the face of developing plans by the board to put the system's 13 banks In operation. On the west coast one of these will be In Portland, and the other in Los Angeles, with capitalisation of 6, 000,000 for the Oregon Institution, and 10,000,000 for the southern bank. Directors Eyed. The board was working out ar rangements today for opening the capital stock subscription books in the various districts and was con sidering appointees for the 13 banks' directorates. Fort said the hope that the set ting up of the system would revive demand for mortgages as investments already was materializing. "Already there has been a relaxa tion of tension of mortgage money," Fort said, adding, however, that there were "thousands "of cases" of mort gagors In difficulty." Open Sales Campaign. A 9128,000,000 sales campaign, on whose success will depend the amount of federal subscription to the new banks, was begun today by the sys tem's directing board.. Fort was hopeful the entire fund the aggregate capital assigned to the 13 banks In as many districts will be subscribed by institutions eligible for membership In the sys tem. These are building and loan associations, Insurance companies and savings banks. Can Buy Stock. But if subscriptions fall short, the reconstruction corporation is author ised to buy up to 9130,000,000 of the system's capital stock. The first step in the aale of stock will be the opening of books for sub scriptions to eligible Institutions In each district. They must remain open SO days. Original subscriptions for each of the dozen banks must equal one per cent of the aggregate unpaid principal of the subscriber's home mortgage loans, but not less than l.fiOQ to each eligible member.
