Bingham Opens Wet Attack As Garfield concluded, the tall, sil ver haired Senator Bingham, of Con necticut, opened the wet attack with a demand for submission of prohibi tion to the states for repeal. 'Such an amendment ahould be promptly submitted to the states by congress, to be actad upon by state conventions called for that sole pur pose In accordance with the provis ions of article V of the constitution, and adequately safeguarded so as to be truly representative." Bingham for Resubmission The rejected Bingham substitute called for Immediate resubmission of prohibition to stat conventions for retention or repeal, advocating state liquor control in event of repeal. The new republican platform, quickly adopted after the liquor ex change was over, endorses the Hoover policies up and down the line. It recommends loans to the states for unemployment relief: development of cooperative marketing under the farm board; revision of veterans legisla tion to adjust inequalities and to provide economies; adherence to the world court; and revision of the tar iff through the tariff commission to plug breaks In the wall resulting from depricttloa of foreign curren cies. ror Utility Regulation It also proposes federal regulation of electric currents transmitted across state lines; an International confer ence on the monetary problem, In cluding the subject of silver: cong ressional authorisation for American participation in international confer ences to be called when the violation of the Kellogg peace pact is threat ened; laws to curb racketeers and kidnapers; and tariff protection for natural resources, Including the pro ducts of the farms, the forest, the mines and the oil wells. COURT WILL ATTEND RELIEF DISCUSSION The Jackson county court next Monday will attend the meeting of the county courts of the state at Portland, upon call of the governor, to consider plans for relief of the unemployed. The meeting will last all day and all phases of the Jobless problem will be discussed. It la expected that the program will be framed to provide work, through Joint action of state, county and federal agencies, co-operating with service clubs and other agencies.
