STATES
RULE OVER
(Continued from page one)
Its opposition to both the administra
tion and the repeal planks.
Hoover Regime Endorsed
Whole hearted endorsement of the
Hoover leadership and a stinging de
mand for party regularity In cong
ress were accepted In the new re
publican platform to the accompani
ment of hundreds of ringing palms.
. It was the prohibition plank, de
claring against flat repeal of the
eighteenth amendment but calling
upon congress for a substitute pro
viding federal control of the liquor
traffic, which made everything else
unimportant to most of the delegates
for the time being
Weary from almost 38 hours of
constant work on the party's policies
for 1933, the bespectacled James R
Garfleld, son of the late president,
read the planks to the restless con
vention. Bingham Opens Wet Attack
As Garfield concluded, the tall, sil
ver haired Senator Bingham, of Con
necticut, opened the wet attack with
a demand for submission of prohibi
tion to the states for repeal. The ma
jority In thfi galleries and many on
the floor were with him and showed
it.
Two hours of debate were granted
the president's leaders Garfield, Sec
retary Mills and John L. McNab. of
California. rallied the convention
against the repealers headed by Bing
ham and Dr. Nicholas Murray But
ler, of New York. If the verdict had
been on cheering alone the latter
would have won.
The administration prohibition
plank declares for law enforcement;
condemns referenda; deprecates par
tisan consideration of the Issue; urges
attention on "many pressing nation
al problems: opposed submission con
fined to retention or repeal and con
cluded :
Favors States Rule
We, therefore, believe that the
people ahould have an opportunity to
pass upon a proposed amendment the
provision of which, while retaining
In the federal government power to
preserve the gains already made In
dealing with the evils Inherent In the
liquor traffic, shall allow states to
deal with the problem as their citi
zens may determine, but subject al
ways to the power of the federal gov
ernment to protect those states
where prohibition may exist and safe
guard our cltteens everywhere from
the return of the saloon and attend
ant abuses.
'Such an amendment ahould be
promptly submitted to the states by
congress, to be actad upon by state
conventions called for that sole pur
pose In accordance with the provis
ions of article V of the constitution,
and adequately safeguarded so as to
be truly representative."
Bingham for Resubmission
The rejected Bingham substitute
called for Immediate resubmission of
prohibition to stat conventions for
retention or repeal, advocating state
liquor control in event of repeal.
The new republican platform,
quickly adopted after the liquor ex
change was over, endorses the Hoover
policies up and down the line. It
recommends loans to the states for
unemployment relief: development of
cooperative marketing under the farm
board; revision of veterans legisla
tion to adjust inequalities and to
provide economies; adherence to the
world court; and revision of the tar
iff through the tariff commission to
plug breaks In the wall resulting
from depricttloa of foreign curren
cies. ror Utility Regulation
It also proposes federal regulation
of electric currents transmitted across
state lines; an International confer
ence on the monetary problem, In
cluding the subject of silver: cong
ressional authorisation for American
participation in international confer
ences to be called when the violation
of the Kellogg peace pact is threat
ened; laws to curb racketeers and
kidnapers; and tariff protection for
natural resources, Including the pro
ducts of the farms, the forest, the
mines and the oil wells.
In contrast witn the 1938 platform
declaration, there waa no mention of
the billions owed the United States
by her former allies.

DO you Inhale? 7 out of 10 smokers know
they inhale. The other 3 inhale with
out realizing it. Every smoker inhales for
every smoker breathes in some part of the
smoke he or she draws out of a cigarette.
Do you inhale? Of course you do! Lucky
Strike has dared to raise this vital question...
Igcaue certain impurities concealed in even
the finest, mildest tobacco leaves are removed
by Luckics' famous purifying process. Luckies
created that process. Only Luckics have it!
Do you inhale? More than 20,000 physi
cians, after Luckies had been furnished them
for tests, basing their opinions on their smoking
experience, stated that Luckics are less irri
tating to the throat than other cigarettes.
