PAGE TWO BEDFORD MAIL TRIBUNE, MEDFORD, OREGON, MONDAY, SEPTEMBER 14, 1931. BY OUI LABOR ON RELIEF PLANS ' . . Chief Executive Seems Un able Grasp Extent of Unemployment, Says Re port As Convention Opens SALEM, Sept. 14. (AP) Unem ployment and wage cutting over shadowed all other problem a the 29tn annual convention of the Ore gon State federation of Labor got under way ben today. The annual report or Ben T. Osborne, executive secretary and President William Cooper, presented Just before noon, sounded the keynote of the session, and the situation caused by the present business depression predoml ' nated that note. . One hundred and fifty-five dele gates registered the opening day of the session, and wblle no set pro gram was outlined, the matters touched upon by the annual reports and the reoonunendaUona Involving suggestions lrom a special session ol congress down to better local union organization plana indicated a busy four-day meeting. Two Desk Conclave. While no outward Indications of a 'campaign to get the next conven tion appeared on tha aurface early, It was stated Eugene and Astoria would make bids for the 1082 ses sion. Officers of the federation - nave made no recommendation- as to a special session of the state legisla ture, but the matter will be given consideration. Tha executive com mittee last night moved to bring the Issue to the attention of the delegates, as a means of providing some unemployment relief. A special session of congress to provide federal aid during the coming months, was recommended. The state government in its action concerning unemployment and wage reductions has been an even greater disappointment than the federal gov ernment, Osborne stated In hie re port. . Meier Criticised. The chief executive "seems uljferly unable to grasi, Vi.o axtent wf unem ployment, the Inevltabel results that must follow It It la not checked and the significance of the ominous clouds that hover on the not dis tant horizon." Osborne critlclxed the governor's "comprehensive program" for unem ployment relief In Oregon, which be termed three means for relief. They are "two and a half million dol lars for highway construction, an a glutton for greater consumption of Oregon made products and tax con servation." ' i ; . The proposed highway work,' If undertaken, will provide a dgree of relief, but will be wholly Inadequate to the needs of the situation. Os borne pointed ou In discussion of Governor Julius L. Meier's program. Graver potentialities thsn existed In 1917 and 1018, during the world war are seen In the present situa tion by the labor leader. Borne Products Failure Seen. Skepticism of any great success of a home products campaign waa expressed In the report, which holds that any Increased consumption of Oregon products by eltlaene of the state wilt be offset by decreased pur chases by other states which will retaliate against attempted discrimi nation against their products. The governor's' tax conservation program, and his policy of wage slashing In public employment waa severely criticised) by Osborne. "His (Governor Meier's) whole tax reduction program la predicated on less publle spending and particularly on discharging some publlo employee and reducing the wages of those re tained," Osborne declared. "The pro gram of false economy In publlo ex penditures also means a curtailment of publle expenditures, lessening em ployment In the various Mam of construction. Tha saving that can be effected by reducing wages of publle employee will be Insignifi cant in Its effect on taxes." Oppose gales Tax. Gandhi, the sincere, In England with bis remedy for all our troubles, finds the world, England especially, "too dumb" to take his advice. Ha says America does not even want to hear htm. Oandhl understands modern In dustrial clvUlratlon aa little aa an American automobile engineer under stands . India's problems, her relig ious, elsas and caste hatreds, and all the rest. . The strange Mabatma, a email cot ton rag wrapped around hie loins, for decency, a home made shawl of bis own spinning for warmth, arrives with a hand spinning machine lrfoo years old, as his remedy for India' Ills. In all this worried world, nothing more pathetlo could be imagined. But the wise English, knowing his hold on 800.000,000 Hindus, will lis ten gravely, and' answer with soft words. England's misfortune has been add ing 100,000,000 to India's population, fighting disease, preventing famine. If Oandhl had his way, If the Brit ish left India and the 80,000,000 Hindu bating Mohammedans In India had their way, the extra 100,000,000 Hindus would soon be oh their way to Nirvana. .The hurricane In Belize, capital of British Honduras, destroyed the great Oathollo college of St. John, and cost the lives of many priests In the col lege. Pear that other Jesuit fathers may have been killed In missions, far In land, la expressed by the Rev. Joseph Oeachwend, editor of "Jesuit Mis sions." ' In days of" greater Ignorance' faith in divine goodness might have been undermined by such a disaster. When the great Lisbon earthquake killed thousands, Including great crowds that gathered In churches for protec tion, many are said to have "turned toward atheism, losing faith in every thing." It waa believed, then, that every earthquake, tidal wave, or lightning stroke, of which some 300,000 occur on earth every day, was aimed by an angry God, at somebody, or some na tion that had offended. Church belle were rung to keep off tempests, plagues of rats were at tacked by prayer, hydroceanlo gas, now used being unknown. The present generation knows that the universe la ruled by laws, un changing, not by a god, sitting aa Juplted did, on his mountain, with tha lightning bolt in his hand, like a aavage ohlof on his throne, holding his sharp spear. "If the camels had a god," aald the old Greek, "their god would have tour legs and a hump." Many of us still Imagine a Ood like ourselves, only worse, pitiless, oruel. But few imagine that He would de stroy Innocent and useful Uvea, as part of a whim, or In sudden anger. Notice.
