SALEM, Sept. 14. (AP) Unem
ployment and wage cutting over
shadowed all other problem a the
29tn annual convention of the Ore
gon State federation of Labor got
under way ben today. The annual
report or Ben T. Osborne, executive
secretary and President William
Cooper, presented Just before noon,
sounded the keynote of the session,
and the situation caused by the
present business depression predoml
' nated that note. .
One hundred and fifty-five dele
gates registered the opening day of
the session, and wblle no set pro
gram was outlined, the matters
touched upon by the annual reports
and the reoonunendaUona Involving
suggestions lrom a special session ol
congress down to better local union
organization plana indicated a busy
four-day meeting.
Two Desk Conclave.
While no outward Indications of
a 'campaign to get the next conven
tion appeared on tha aurface early,
It was stated Eugene and Astoria
would make bids for the 1082 ses
sion. Officers of the federation - nave
made no recommendation- as to a
special session of the state legisla
ture, but the matter will be given
consideration. Tha executive com
mittee last night moved to bring
the Issue to the attention of the
delegates, as a means of providing
some unemployment relief. A special
session of congress to provide federal
aid during the coming months, was
recommended.
The state government in its action
concerning unemployment and wage
reductions has been an even greater
disappointment than the federal gov
ernment, Osborne stated In hie re
port. .
Meier Criticised.
The chief executive "seems uljferly
unable to grasi, Vi.o axtent wf unem
ployment, the Inevltabel results that
must follow It It la not checked
and the significance of the ominous
clouds that hover on the not dis
tant horizon."
Osborne critlclxed the governor's
"comprehensive program" for unem
ployment relief In Oregon, which be
termed three means for relief. They
are "two and a half million dol
lars for highway construction, an
a glutton for greater consumption of
Oregon made products and tax con
servation." ' i ;
. The proposed highway work,' If
undertaken, will provide a dgree of
relief, but will be wholly Inadequate
to the needs of the situation. Os
borne pointed ou In discussion of
Governor Julius L. Meier's program.

Borne Products Failure Seen.
Skepticism of any great success
of a home products campaign waa
expressed In the report, which holds
that any Increased consumption of
Oregon products by eltlaene of the
state wilt be offset by decreased pur
chases by other states which will
retaliate against attempted discrimi
nation against their products.
The governor's' tax conservation
program, and his policy of wage
slashing In public employment waa
severely criticised) by Osborne.
"His (Governor Meier's) whole tax
reduction program la predicated on
less publle spending and particularly
on discharging some publlo employee
and reducing the wages of those re
tained," Osborne declared. "The pro
gram of false economy In publlo ex
penditures also means a curtailment
of publle expenditures, lessening em
ployment In the various Mam of

be effected by reducing wages of
publle employee will be Insignifi
cant in Its effect on taxes."

stock market managed to recover
substantially In the final transac
tions today.
After successive waves of fairly
heavy selling had depressed principal
Issues 61 to 65 a share, and some
price averages hsd recorded new
minimum levels for tha bear market,
several aharea managed to come back
81 to 63 from the bottom.
There were numerous net losses of
81 to mora than 63 a share, which
the late upturn failed to cancel. The
rebound waa attributed largely to
short covering.
D. 8. 8teel closed only about 41
lower, after selling off more than 82
to a 10-year low. Santa Fe railroad
dropped about 63, then rebounded
63.00.
Total sales were well over the
2,000.000 mark.

FAIR TO SAVE FUNDS
Jackson county will have no ex
hibit this year at the etato fall at
Salem w.hlch begins September 26,
other thsn those from the 4-H clubs,
unless some private Individual enters
exhibits like O. M. Lows did last
yesr. The chief reaaon for the lack
of a general county exhibit la be-
cause the county court has allowed
no money for this purpose.
The H dubs exhibit at Salem
from this county depend on the re-
sulta of the judging at the school
and 4-H club fair to be held here
next Friday and Saturday, a the beat
of these exhibit will be sent to
Salem.
No adults are allowed to exhibit at
the school and club fair, for which
up to 61000 for premiums ha been'
allowed by the county court. Last
year's premium list will be followed
for this week's fair.
It 1 not yet known Just how
many entries there will be at this
week's fair, tor which extensive pre
parations are under way, but It. la
known that the entries will make a
large and representative exhibition,
the best of which will, make a tine
showing at tha state fair.
