The main business of the legislature is lo provide a taxation program and effect eco nomics to meet a f 3.0011.0110 def icit. Not hlug has been done as yet except lo increase taxation. The so-called "peoples mandate" legislation' to revise' utility reg ulation and power development is only partially enacted, ami it neither carries out the "mandate" nor does it make for "Oregon's progress."
