the legislature is lo provide a
taxation program and effect eco

The so-called "peoples mandate"
legislation' to revise' utility reg
ulation and power development is
only partially enacted, ami it
neither carries out the "mandate"
nor does it make for "Oregon's
progress." It Is time to cud tho
agony by adjournment.
This session ranks as the most
incompetent and Inefficient in
history. There Is no organization
worthy of the name and no lead
ership. The legislature has drift
ed from essentials to fritter away
Its time on trivial measures or
iginated by selfisii interests to

to create prosperity for themselves
throimh legislative fiat. Nor' has
