July 22. (A) A new way of reasoning lite why of crime has been laid before President Hoover's law enforce ment commission by a young San Francisco physician who believes ! the day will come when it will j be generally accepted the chief factor In all human misbehavior lies in chemical or physical nial formaliou of men's bodies. Dr. Ralph A. Reynolds, the phy sician, gave his findings from ex tensive investigation in San tjuen tin prison, California, to Chair man Wickersham and Commis sioner Anderson, in charge of the imiuiry into cases of crime. The result was arrangement with Rey nolds to Extend his research into several other states and to embody his conclusions in the commis sion's final report. Starting upon the medical fact that definite tlisturbanes of human glands are accompanied by abnor mal behavior Reynolds began nn Independent investigation among the prisoners last summer to de termine whether the obverse was true: that crime or anti-social or abnormal action go along with poorly functioning glands. I li I'i'u ills Itcsvaii'li Although the results are far from conclusive enough to haek up a dogmatic theory, he said, they had convinced him exhaus tion of the field in warranted. "This is not a theory," he ex plnined."-t.'I.-iB -n interprtfUrtion, a line of reasoning more scientific, I believe, than the prevalent prac tice of merely punishing ou mere ly pitying criminals, i "i iere is n gild 1 1 years old," he exemplified, "wno, because of a disfuuctlonlng gland, lias devel oped nil the physical and in stinctive character 1st ics normally attained In 18 years. She has the problems of 18 years and the ex perience and knowledge of but 11 years. Is It any wonder she gets into trouble? Vet, if wo did nAt know her physical defect, wo would o n I y co n d e m n or pity h e r f o r moral turpitude." With the cooperation of Dr. L. L. SI an ley, the prison physician, Reynolds examined and compiled yards of statistics about 201) crim inals in San Quentln, all of whom had easily recognized . glandular disfunctions. Thyroid Often Cause Some of them were thyroid eases, suffering from wrong secre tion from a lior.seshoe-shapcd structure in the throat which often causes great nervousness. OtherH were pituitary putlents, belonging to that group of physically abnor mal individuals among whom obesity, when pronounced, often Is accompanied by excessive growth in adolescence and a def inite easy going "good nut tired fill" personality. The rest hnd disturbances of the reproductive systema field where many outlines still are dim to scientists a field in which. It 1h acknowledged, malfunction men us abnormal behavior. "I found a thread of unity, a relationship between thyroid trou ble and crimes, of violence such us murder nnd assault," said Rey nolds, "I found It between pit uitary disturbances and crimes of Irresponsibility such as robbery and thieving, and between the j other disfunctions and ucts as moral turpitude." The percentage of abnormal gland conditions Is about 40 per cent higher among prisoners than among law abiding population, Reynolds concluded fro m his study.
