congress of the Spanish war veter
ans' bill over the presiednt's veto
is regarded as more- significant.
But is it? President Coolidgo in
curred a similar experience when
he courageously vetoed the veter
ans' bonus bill. Yet that act on his
paH was hailed by the public as
one of great courage and self-sacrificing
statesmanship. The fact of
tbe veto constituted a considerable
part of the Coolidge record for ef
ficiency and economy. The passage
over ,ine veto wan lyimeu upon a
an evidence rather of the political
incapacity of congress than ati a re-
buff to tile president. Is it nut the
fact that at the present moment
Mr. Hoover's veto of the Span
ish war veterans' bill is held hy tho

pers openly or covertly hostile to

ently and to comment vigorously
upon opposition to his . policies
without giving like space and at

ful. There was, for example, some
opposition in the senate to the es
tablishment of the Haitian commis
sion. It was magnified and ex
ploited in every way, but Mr. Hoo
ver got his commission.
The same thing was done with
reference to the even more Impor
tant national commission on law'
observance nnd enforcement. Again
Mr. Hoover triumphed, and today
the effort .o reduce tho appropria
tions for tho completion of that
commission's work is receiving
more Journalistic attention in all
probability than will the failure of
such efforts.
The president desired that the
tariff bill should carry within It a
flexible clause as a remedy for in
equalities. The effort of both
houses of congress to deny him the
authority provided in that clause
was the subject of wide discussion,
but in tho end he won his point.
And today it is apparent that, de
spite the endeavor of a group of
senators to postpone and even to
defeat action on tho Iondon naval
treaty, the president, by his firm ,
determination to call a special ses- '
slon for tbe consideration of that
instrument, has again been victor-
ious. !
