President Hoover's Victories
Thu housfr of , representatives baa
sustained president li jover's t veo I
of ithe so-called lUnkln War Vet-
eran's bill. That another pension
bill more moderate in Its charac
teristics will probably be presented
to the president at house initiative
is not for the moment important.
What i important is that Mr.
louver, despite the carping critl
cbims of those who have charged
that he hnd allowed the legislative
branch of the government to geL
away with him, and that be lack
ed the courage to fight, has won
a notable victory, lie intervened
for the protection of tho public
against such n rnia upon uie ie
eral treasury as ba seldom been
recorded, and his successful stand
will win for him the approval
ami commendation of tho vast
body of citizens.
-There has been a good deal of
comment, originating in sources in
domitably hostile to the president,
upon his alleged inability to secure
from congress what he desired and
what he believed would strengthen
his administration with the public.
It seems worth while at this mo
ment to Inquire Into the basis for
criticisms of this character. Hns
1 he in fact incurred more rebuffs
from a congress nominally posses
sing a -majority ot his own party
than have fallen to the lot of other
presidents? says the Christian
Science Monitor.
Of course, l.he outstanding ges
ture of hostility was the refusal oij
of John J. Parker to the supreme
bench. Whether this should be
fairly adjudged to ho gesture of un
friendliness or a reasonable ex
ercise of the senate's undoubted
authority to pass upon nominations
of this character must be a matter
of Individual opinion. There were
enough arguments presented
against Judge Parker at least to
muke a difference of judgment as
to his qualifications reasonable.
This was, however, the only in
stance of a rejection of any Hoover
nominee thus far recorded. Is
there not perhaps a little too much
stress laid upon it?
. To some, the instant passage oy
congress of the Spanish war veter
ans' bill over the presiednt's veto
is regarded as more- significant.
But is it? President Coolidgo in
curred a similar experience when
he courageously vetoed the veter
ans' bonus bill. Yet that act on his
paH was hailed by the public as
one of great courage and self-sacrificing
statesmanship. The fact of
tbe veto constituted a considerable
part of the Coolidge record for ef
ficiency and economy. The passage
over ,ine veto wan lyimeu upon a
an evidence rather of the political
incapacity of congress than ati a re-
buff to tile president. Is it nut the
fact that at the present moment
Mr. Hoover's veto of the Span
ish war veterans' bill is held hy tho
public oh a whole closely to parallel
this act on tile part of hlB pre
decessor? It has been the policy of the pa
pers openly or covertly hostile to
Air. Hoover to chronicle promin
ently and to comment vigorously
upon opposition to his . policies
without giving like space and at
tention to the. Instances in .which
those policies have been success
ful. There was, for example, some
opposition in the senate to the es
tablishment of the Haitian commis
sion. It was magnified and ex
ploited in every way, but Mr. Hoo
ver got his commission.
The same thing was done with
reference to the even more Impor
tant national commission on law'
observance nnd enforcement. Again
Mr. Hoover triumphed, and today
the effort .o reduce tho appropria
tions for tho completion of that
commission's work is receiving
more Journalistic attention in all
probability than will the failure of
such efforts.
The president desired that the
tariff bill should carry within It a
flexible clause as a remedy for in
equalities. The effort of both
houses of congress to deny him the
authority provided in that clause
was the subject of wide discussion,
but in tho end he won his point.
And today it is apparent that, de
spite the endeavor of a group of
senators to postpone and even to
defeat action on tho Iondon naval
treaty, the president, by his firm ,
determination to call a special ses- '
slon for tbe consideration of that
instrument, has again been victor-
ious. !
Political history in the United
Htates has rarely recorded nn in-1
stance In which a president in a!
struggle with congress hits suffer-1
ed in the estimation of the elec-;
torate as a whole, even though he
failed to give effect to his ronten- I
lions. In all probability Mr. lloo-'
