' .. Perhaps- the most important Is sue affecting . prohibition to come before that body since adoption of the eighteenth amendment was tho drastic Jones bill. The vote on that wa taken a little more than u year ago. In the senate it was 65 for,, and- only IS against, mem bers of both 'parties being In-a heavy majority, for better enforce ment of prohibition In the hounq the vote was 283 for, to only SJtf opposed. In the senate, the drys outnumbered the- wets more than 3 to- 1; in the house, more than 3 to I. ' A similar showing was made In the-senate only two weeks, ago in the skirmishintr relative to pas sage of the bill transferring the prunlbition enforcement unit from the treasury to the department of justice. The senate, like the house, passed this important dry bill with out a record vote. But various votes bearing on prohibition were takeo In tho senate at the time. May I t. In no case could the wets muster more than 19 votes, only one-fifth of the senate's membership. Ob viously, the senate was not Im pressed with the reiterated cry of the wets that the fiation was ris ing In revolt against the tyranny of prohibition- It la for such reasons that the drys can afford to be complacent about any reliable and legal tests of 'popular sentiment on the ques tion.
