is essential to the maintenance - of
tho present standard of living1 In

prosperity. It believes if the ques
tion came to a vote and people
were asked once more whethor
they would favor the return of the
saloon, the answer - would be un
overwhelming "No!" It would have
no fear of an effective national
referendum on the-BUbject.-

drys generally to oppose a vote

able ground for dry objection to
the state, referenda, It Is apparent
that the popular test desired could
not he had In appreciable' numbers
of states without considerable prac
tical difficulties. There would be
differences of opinion ' 'over the
mere submission of the question
which, in many of the states, might
delay submission indefinitely. "With
mt a definite decision by at Jeaat

for action either in submitting a
repeal proposition' direct- or call
ing a national convention for 'that

ly accurate' Index' to popular senti
ment. It will' afford a similar in
dex in- the years ahead. Perhaps; it
will be tho best guide the country
can have; and 1n reality the only
necessary guide; Tho wets ought
to bo perfectly satisfied with it. bo-

against prohibition congress all the
time has remained overwhelmingly
dry. ' ..
Perhaps- the most important Is
sue affecting . prohibition to come
before that body since adoption of
the eighteenth amendment was tho
drastic Jones bill. The vote on that
wa taken a little more than u
year ago. In the senate it was 65
for,, and- only IS against, mem
bers of both 'parties being In-a
heavy majority, for better enforce
ment of prohibition In the hounq
the vote was 283 for, to only SJtf
opposed. In the senate, the drys
outnumbered the- wets more than
3 to- 1; in the house, more than
3 to I.
' A similar showing was made In
the-senate only two weeks, ago in
the skirmishintr relative to pas
sage of the bill transferring the
prunlbition enforcement unit from
the treasury to the department of
justice. The senate, like the house,
passed this important dry bill with
out a record vote. But various votes
bearing on prohibition were takeo
In tho senate at the time. May I t.
In no case could the wets muster
more than 19 votes, only one-fifth
of the senate's membership. Ob
viously, the senate was not Im
pressed with the reiterated cry of
the wets that the fiation was ris
ing In revolt against the tyranny
of prohibition-
It la for such reasons that the
drys can afford to be complacent
about any reliable and legal tests
of 'popular sentiment on the ques
tion. It is for similar reasons that
the country Itself can be assured
