While the present walkout does not affect tho necessities of life, if it should spread and Ihe railroad embargo be extended, not only deprivation but. death initht result, particularly if the 'necessary milk supply J'or babies should be curtailed. AND these strikes arc always declared when the situation is most serious, so that the disgruntled workers may have the benefit of public opinion in forcing a prompt settlement. There is no way by which a law against strikes can be made effective, for there is no way to prevent a croup of individuals from quitting their jobs if they wish to. But there might well be an agreement between organized labor on one side and capi tal on the other whereby no strikes affecting transportation and distribution, would be called, until arbitration had first been tried, and -an agreement fouiiil' to bo impossible. . Sl'CII a progr(imwould be to the interest of organized, labor as well as to organized capital. For the welfare of both de pends upon public opinion. Ami unless there is a halt iu this habit of union labor In call strikes, at critical times, with conse quent disaster to growers who are in no way to blame for the conditions complained of, the people will arise and demand a settlement, regardless of what labor may claim to be its legiti mate rights. Nation-wide ulrikcs bear the same relation to domestic rela tions that wars tlo to international ones. And as the world powers have agreed to outlaw wars and insist upon arbitration, so the governments should agree lo a similar procedure .within their borders.
