is most serious, so that the disgruntled workers may have

There is no way by which a law against strikes can be made
effective, for there is no way to prevent a croup of individuals
from quitting their jobs if they wish to. But there might well
be an agreement between organized labor on one side and capi
tal on the other whereby no strikes affecting transportation
and distribution, would be called, until arbitration had first
been tried, and -an agreement fouiiil' to bo impossible.
