Our Mr. Dawes and liritain's Mr. Ramsay JfacDonald have decided that "statesmen," not naval technical experts, must arrange the armament agree ment. Where will t'ncle Sain find bis "statesmen?" Great Hrit aiu raises them. We give of fices to accidental politicians and call them statesmen. They decided also that you cannot create any "yardstick" to establish comparative fight ing value of ships of different sizes, gun power, .speed, ele. 1 That's solemn truth. Let one side have the yardstick and let the other have a fighter like Nelson or Wake and your yard stick will look foolish. ' Yale l'niverity"is .500,000 a year richer than last year.
