HOOVER APPOINTS A THE Pl-RSONNEij of President Hoover's law enforcement J. commission justifies the hopo that its ' f indiiifs will con tribute materially to a mitiBTmitory solution of one gf the coun try's most perplexing problems. . The members of the commission arc representative of both major political parties, and of every important section of the country. With the exception of Jlrs. Ada Comstoek, president of Rntluliffe college, they are all acknowledged leuders of the Aiuerieuti bar. As is proper, neither tho radical wet nor the radical dry clement is represented. Each individual is recognized as "a per son of fine intelligence and tho highest character, who will be unswayed by popular clamor or political prejudice. The commission will have, of findings will be only of an advisory character. But the con clusions reached cannot fail font have great weight with the people of this country as a .whole. "' And it is upon the people of this country, as a whole, that the final decision must rest. If it is humanly possible to bo simplify legal procedure and adjust our fundamental laws that public opinion will be united instead of divided behind law observance and law enforcement, we believe this 'commission can accomplish that result. . It is a gigantic task. It may be an impossible one. But unless: the solution must be left to the tedious process of cvolu; tion, or the destructive process of revolution, the only way out of the morass is through such a commission as President Hoover has selected. . ' THE RAILROAD VALUATION DECISION WALL' STREET is pretty wise. Stock prices went lip when the long awaited decision of the supreme court on rail road valuations was handed down yesterday, because the deci sion appeared to be a great victory for the carriers. But later, when details of tho decision were learned, prices tumbled, particularly prices of tho railroad securities. .
