HOOVER APPOINTS A
THE Pl-RSONNEij of President Hoover's law enforcement
J. commission justifies the hopo that its ' f indiiifs will con
tribute materially to a mitiBTmitory solution of one gf the coun
try's most perplexing problems. .
The members of the commission arc representative of both
major political parties, and of every important section of the
country. With the exception of Jlrs. Ada Comstoek, president
of Rntluliffe college, they are all acknowledged leuders of the
Aiuerieuti bar.
As is proper, neither tho radical wet nor the radical dry
clement is represented. Each individual is recognized as "a per
son of fine intelligence and tho highest character, who will be
unswayed by popular clamor or political prejudice.
The commission will have, of
findings will be only of an advisory character. But the con
clusions reached cannot fail font have great weight with the
people of this country as a .whole. "'
And it is upon the people of this country, as a whole, that
the final decision must rest. If it is humanly possible to bo
simplify legal procedure and adjust our fundamental laws that
public opinion will be united instead of divided behind law
observance and law enforcement, we believe this 'commission
can accomplish that result. .
It is a gigantic task. It may be an impossible one. But
unless: the solution must be left to the tedious process of cvolu;
tion, or the destructive process of revolution, the only way out
of the morass is through such a commission as President Hoover
has selected. . '
THE RAILROAD VALUATION DECISION
WALL' STREET is pretty wise. Stock prices went lip when
the long awaited decision of the supreme court on rail
road valuations was handed down yesterday, because the deci
sion appeared to be a great victory for the carriers.
But later, when details of tho decision were learned, prices
tumbled, particularly prices of tho railroad securities. . For
analysis showed that while the supreme court reiterates that
weight must be given to current values, it fails to state bow
much weight.
So the entire matter is about where it was before. And as
the decision had been generally predicted and pretty well dis
counted, retrenchment was in
This is an extremely important question both to the rail
roads and the people. Sooner or later it is going to be thrown
into politics, and the fight will start all over again.
As usual, Wall street demonstrated its capacity for clear
analysis of a 'complicated economic problem. For constant
retention of thp realistic ' outlook, unswerved by .sentimental
considerations, no agency in America can surpass the "street."
WHY HIT MEN WHEN
WE FAIL TO FIND CAUSE for great rejoicing over the
imprisonment of Emory Olmsteiid and J. E. Whoeler, con
victed on the charge of "kiting!1 cheeks. .
Of their technical guilt there is no doubt. Wc have no
quarrel with those who rejoice
them from a punishment which
At the smite time there were
tirely disregarded by thoso who arc so gleefully throwing their
hats in the air over the incarceration and degradation of two
moro "millionaires." i
Had it not been for a ''high
land to "get" Emery Olinstead and tho Northwestern bank
and brailc the Portland Telegram, there is every reason to
believe no one in Oregon would have lost a penny in the
Northwestern "readjustment." The unethical practice, re
sorted to in an emergency, would have been abandoned, both
institutions would have been
continued as before.
. But the higher-ups, the real powers that be, decreed other
wise. Olnileod and Wheeler wero marked for tho slaughter,
the check-kiting discovery served as n pretext, and down they
went. .
Wo don't claim there is any extenuation for tho dangerous
praetiec of kiting checks. But we do claim that considering
ALL the circumstanees, and the records and characters of these
two men, there is justification for feeling sorrow and sympathy
for them and their families, instead of rejoiuing so' intempor
alely over their downfall and ruin. ; "' '
