Mott, state representa tive from Astoria gave a brief and inspiring talk on "Free Gov ernment." prefacing his remarks by a short summary of the his tory of I'nited States government. "We have the best government in the world, if we will take car and south of Kast Jackson street to Hear cr A? k will be assessed . This will mean an assessment of $H on each 50 by lou foot lot, and other property correspondingly. The matter of levying assess ment to pay for the Sixth street opening improvements was dis cussed by the mayor and council men and Messrs. Kmerlck and Williams of the board of review ers, with Attorney Porter J. Neff and several Sixth street property owners present. This proposed Sixth street assessing is still in a rather tangled up situation, and after much discussion it was final ly decided by tho city council to have its' finance committee and City Kngineer and Superintendent Scheffel go over the matter again next Thursday evening, and reach a satisfactory solution, if possible, to all concerned. Following HiIh the council will make the tcntutlvo assessments and then will set a date for any protests, and If thero are no pro tests on the revised schedule, will pass the assessment ordinance. Attorney Neff, speaking both as a Sixth street property owner und as the representative of other pro perty owners of that thoroughfare, argued that it would bo unfair and illegal to levy the total cost of the improvements on the abutting pro perty of the street, anil held that the cost of paving that part of the street between Oakilale avenue and West M a in st root eou Id only he legally assessed on the abutting property of that stretch. Put rath er thnn take tho matter Into court he said, he and the other Sixth street property owners w o u 1 d share the rest of the expense of the Improvements with the city, but would under no conditions stand an assessment towards pay ing for the (paving ami grading uf Sixtli street between Oakdale and West Main street, without a legal fight. Mr, Neff argued that the open ing up and Improvement of Sixth street was a public necessity In which all the city shared in the benefit derived, and should not all be saddled on (he Sixth street pro perty owners. When the bills weie opened for the proposed sale of $2y,UOo In water main bunds, it developed from the ma..,or in which the bids were drawn up and submitted, that there was some misunderstanding on the part of the bond houses regarding time and other condi tions, and it was decided to consult the bidders before their proposals were accepted. Uelallve to the unsafe condition of the old Page theater firo ruins at Kast Main street and the Hear creek bridge, when a special coun cil committee reported last night of their interview with George A. Hunt in regard to ma king t he walls safe or removing them, that Mr. Hunt had told them that Architect Frank Clark was now at work drawing up plans for some structure to he built on that site, the report peeved the council who declared it "old stuff Some of the couuellmen said that Mr. Hunt had been working that . plea for two years past. Then the couneilmanlc body In structed City Attorney John Car kin to w rite Mr. Hunt that If Immediate steps were not taken by htm to place the theater ruins in a sa fn condition the council would begin condemnatory proceedings.
