WEDNESDAY, OCTOBER 7, 1325 HI FEHL'S MEETING IN NATAT0R1 "It Is up to the citizens of Mod ford If they wish the enw water system; and whether or not they have faith in the advice of the engineers and other advisers in regard to the new system vfhen they vote at the polls next Thursday to decide wnether the city should have a new water supply said ex-Mayor hi. C. Gaddia, a member of the water commission, last night at the mass meeting held at the Nutato rlum under the chairmanship of Karl 31. Fehl In regard to the merits of the proposed water bond Ihhuq and other measures to bo voted upon next Thursday. The hall was crowded with people assembled to hear both sides of the question and also to listen to Mr. Fehl expound his thoughts on the matter. Ralph Cowgili, Harry It. Waither, Vr. J2, B. Pickel ,and others attempted to m plain different questions brought up through the course of the evening by the chairman, but due to a time limit, which was one minute at first but later lengthened, it was some what difficult for a full explanation to be made. The climax of the heated meeting came to the end when various ones present made known their dissatisfac tion of the short time limits set. When told that the meeting "was not run aquare," Mr. Fehl returned, "Well, I see you're all staying;' "Whereupon some one said, "Let all those in favor of the water bonds go," and the meeting broke up in more or less disorder, broke up in more or . less disorder, with a majority of the audience leav ing their seats, laughing and convers ing as they filed downstairs. The chairman spoke a few words to his supporters remaining behind, telling them of his appreciation of their at tendance and that he had statements to show, that Medford's supply was class A Instead of class C water. Mr. Fehl at the beginning of the meeting spoke over an hour, criticiz ing the water board figures. Mail Tribune and city officials In general, lie championed Mrs. Rowley's so-called water rights to Big Butte Springs, reading her contract and asking her questions, she being called to the plat form twice during the evening. He threatened that suits would be start ed in courts unless settlement, total ing approximately $20,000 were made. He gave the names of several county and state officials, who, he claimed, had affirmed her rights. - The first protest of the evening from the audience, occurred when Bert Anderson, not approving of Fehl's assertions that the 'campaign cards were charged to taxpayers, arose to explain that business men had do nated the amount to cover printing costs, and went on to say to the au dience that "It would be best to nail every one of the lies before they get started. The hall shook with ap plause while a sharp exchange occur red between the two men. The chairman made public the fact that over $7000 had been paid hy the water commission to Engineers DH lard and Henney for the recent water report. He dwelt at length on the water commissison and on the voters pamphlet which wns recently publish ed. He made the remark that he could find no arguments within its covers negative to the measures. Although he is in favor of having the court house moved to Medford he advised the defeat of the measure, proposing a $50,000 bond issue. Mr. Fehl declared the city taxes would be raised from the present rate of slightly over 6ft mills, to 72.6 mills. If the water, bond, issue carries, and that the water? rates will be set at a minimum of $2.75. Because he be lieves the city has a habit of promis cousty deeding a way lots, he voiced his disapproval of the deeding of lots for Crnter Lake National Pork head quarters. Likewise he disproved of the raising of general taxes. . During a short intermisslson a col lection was taken from the crowd to nid In defraying the expenses of the meeting. On a blackboard he explained fig ures, showing what he claimed to be the city's apparent inability in taking care of the proposed bond Issue, tak ing a "crack" at the Mail Tribune while doing so. , He admitted "the city water supply to be "no good" nt one point of the meeting, but said that condition conic! be remedied by cleaning the reser voir and the intnke. ' "Rending nn en gineer's report, Mr. Fehl stated that at present 290 gallons of water are available for every 'resident in the city, and went on to say that it wns wasted by certain city officials. He dwelt at length on the, disposition of the old pipe line, being skeptical of the city's ability of dis posing of it pro pert iy. The handbills for last Friday night's mass meeting were among other things Fehl attacked, labeling them as "propaganda." Again and again he associated the bond issue with the Cal ifornia Oregon Power company, ap- fparently because of the fact that H. L. j Wnither of the water board is a mem jber of that organization, Mr. Fehl Chamber of Commerce, stating that it is merely a close corporation, and not representative of the people as a whole. The chnfrmnn announced an open forum in which all present could take part, provided they limited their words to one minute. Jtniph Cowgili explained briefly the need of a stand pipe, which Fehi charged was costing the city over a million gallons of water yearly on the Haniey ranch. Cowgili nlRO answered the question brought up as to why steel instead of wood is to be used in the new line, if built, stating that wood is generally used only when cheaper than metal. The chairman lengthened Cowgili s time while ho explained different matters concerning the Rowley wate rrlghts. that the Eagle Point Ir rigation district had won decisions over Mrs, Rowley, and that a board of arbitration had been appointed to ful ly settle the matter. H. X. Waither told of the plan of the water commission of retiring the bonds In 80 years, however, because of the time limit was unable to go into detail. When the chairman told the speaker the time was up much protest was made from all parts of the room. "Shut up" to Fehl and "Go on and speak," to Waither were among the expressions made. At the end of the 30 years the debt will have been paid off without raising tnxeB, Mr. Waither explained nnd said he had the figures to prove it. His speech made a most favorable im pression. K. C. Henny and Dillard, two of the best hydraulic engineers on the const, the legal soundness of; program of popular, Jasiz and seml the plan has been approved by Buch ' classical numbers which give the lawyers as A. B. Reames, the Fosl- land lawyers for the bond compa nies, by City Attorney Carkin and hy former Circuit Judge P. M. Cal kins. Tho financial features of the plan have also been endorsed by local bankers, by experts from Portland bond houses ans in that plan is a detailed statement showing to any one thnt this plan can be carried out, either by raising the taxes or by raising the water rates, or rais ing the tnxes partly and raising water rates for the remainder. These figures spenk for themselves. "We have a plan, a practical plan and it Is this plan the people are being called upon to endorse." Slating that he does not expect to be elected. Mr. Fehl announced his can didacy for office of mayor in the city government at the next election, giv ing his reason that he wished to "show things up," and that "I got nobody be hind mo but myself." "The city water system cannot he cleaned up In six months," said Dr, 13. H. Pickel, In answer to Pehl's asser tion thnt lie could do so with a party under his direction. Black for (100,000 for alleged llhel was filed In the circuit court Tuesday by Attorney C. B, Watson- for the Hattman Syndicate, and signed by Circuit Judge C. M. Thomas. West and Blnck were members of Governor Pierce's stock Investigating committee, which made ad alleged adverse report last winter on the Hartman Syndicate operations, and wns the basis of the action. The committee's report created consider able of a furore.
