Solemn warning by VAlUu Root that contro versies and quarrels between nations are certain to come, and that "mere agreements not to have these things happen are futule," was sounded to day in his paper on codification of international law presented by Repre sentative Theodore Burton to tho inter-parliamentary union's confer ence here. , The paper's author, recognized rt the conferees as one of the world' outstanding authorities on interna tional affairs, held that codification ihad a special importance at this time because of the necessity or enlarging the services rendered by the perma naent court of international justice.
