The opponents of the liond issue were there in force, all their
arguments were advanced, and each and every uriiuiiicnt was
answered in audi a fair-minded and convincing fashion that one

If. I,. Walthcr, with the statement of I'aul Melvce, general man
ager of the California Oregon Power company, which is printed
in another column of this paper today, removed all doubt concern
ing the matter of interference, and showed that the company is
ready to sign a release for the Medford supply, as soon as the
in ssary legal steps are completed.
There were some irrelevant personalities and n few exhibitions
of temper, but they contributed more to the gaycty than the irri
tati f those assembled. All in all il was a very successful meet

WASHINGTON, Oct. 3. Solemn
warning by VAlUu Root that contro
versies and quarrels between nations
are certain to come, and that "mere
agreements not to have these things
happen are futule," was sounded to
day in his paper on codification of
international law presented by Repre
sentative Theodore Burton to tho
inter-parliamentary union's confer
ence here. ,
The paper's author, recognized rt
the conferees as one of the world'
outstanding authorities on interna
tional affairs, held that codification
ihad a special importance at this time
because of the necessity or enlarging
the services rendered by the perma
naent court of international justice.
The court was one of a group of
related institutions, 1 with the League
of Nations and The Hague court of
arbitration which tho writer asserted
promised "to facilitate the preserva
tion of peace to a degree, never before
attained." - : : f , -
"These three Instances, for confer
ence, fur judicial decision, and for
arbitration, aro still, ih Uielr Infancy,"
-Mr. Root Haiti, "but they have made
extraordinary development ln tho
last thirty years and tho simple fact
of their existence is already changing
the way In which mankind thinks
and feels about the disposition of In
ternational controversy without war."
In a preceding passage, Mr. Rout
had stated his. conviction that wars
resulted from a state of mind. Ho
amplified that statement with the as
sertion that "we have reached a point,
where war cannot be successfully car
ried on unless it gratifies the feeling
of the great body of people of tho
country." . . . . ....
"The conclusion," the paper con
tinued, "is that the most effective
method of dealing with the state of
mind which leads to war Is not by
any mere negative but a counter
nffirmativo, consisting of a substitute
for decision by war tn the form of de
cision by proof and reason.
"Considering the extensive use of
these three instances ln the disposal
of international controversies under
the troubled and excited conditions
of Europe during the past five years
and the beneficent rules which havo
been accomplished,- it is apparent
that these institutions are an evolu
tion from the practical necessities of
international lifo.
".Most serious, in considering thla
subject is the mistake of those who
expect human institutions to be born
full grown, who condemn The Hague
court of arbitration and the perma
nent court of international justice
and the -League of Nations within its
own membership and all the confer
ences of post w-ar because ,thcy havo
not already stopped all wars.
"Theso fail to understand that all
real progress ls the result never of
compulsion but always of a process,
and that the process has to go on in
the minds and feelings of many wide
ly different nations and therefore It
must be slow.
"Although you cannot change hu
man nature, yuu cun chango stan
dards uf cpnduct but always gradual
ly, never violently."
