Mr. Dawes eertiiinlv imiltes a lnister. Majority rule is the very If a minority has the rijjht to nority have a rif-'ht to kill tliemf Members of the senate have Yiee-I'residenl's crusade, hut thus this question. When Mr. Dawes declares the opposition of the senators to his reform is based upon the selfish desire of the individual senator tn retain his personal power, resrnrdless of i;i business and j.'ond (.'overiiiiient, one can't resist the has, as usual,, hit the nail sipnirely Tho sennit? is more lltiin n tVIiberntive body. He is very jealous, thoro foro, of tlio opportunity which no-elotiiro provides, for rojrardioss r.f Iho trend f the political tide ho can ho assured of making him self felt whenever his vocal chords are in working order. Thus, as long as the filibuster is recognized, every senator hs a Huh in his pocket, that can save him from oblivion. Naturally, he reseuts the interference of a Vice-President, who is supposed to he seen, hut not heard, and in spite of his official position, is from tho standpoint of Hub tradition, regarded as n rank oulsidcr. It is fjniiiK to be a pretty fijrht. The result depends entirely upon tho popular reaction to the Yice-Tresidcnt s appeal. If the people applaud Mr. Dawes, hut fail to brinj pressure to bear upon their senators, the upper chamber will win in n walk. So Mr. Pnwos is not fihliii"; the senate alone, lb; is' fihtin public indifference, as well. If he can arouse the people to action as well as approval, lie will win. Hut if tho people as a whole, re fuse to vitalize the filibuster as an issue, and forgot the filibuster problem, ns soon as the rear-platform passes around the eurvo, then the members of the senatorial (dull will lau;h in their sleeve's and to on exactly as before. This water should be carefully tested and nnnlyxed over a period of months by several of the state's best scien tists, before bonds nre voted to pur chase It. It Is claimed our present "yatem Is contaminated by vegetable matter. If this Is true It Is cer tninlynot the part of wisdom to tie up to another source containing both vegetable nnd animal poisons. The following extract nmr8hy portion is between 20 and 40 feet lower. The marsh is probably nothing more than beaver dam land with submerged springs. Springs can Jbe seen cropping out all along the , east side of the marsh. It is certain .that none of tho water passing thru this marsh over reaches the springs. Even if the marsh were nt a higher elevation than the springs it Is not probable that any of tho water of tho marsh would ever find its way to the springs for the reason that the well defined drainage channel of Four Bit Creek lies between the marsh und the springs. 74, Sanitary ' Protection. The per manent purity of tho Big Putte Springs Is practically beyond suspic ion, 'nevertheless If the proposed de velopment should be approved by the voters of the city, the water commis sion would undoubtedly take steps to have the entire drainage area tribu iary to the springs nnd within the boundaries of the Crater National orest set aside as a reserve for the protection of the municipal water supply. This matter has been dis cussed with the forest supervisor and lt is his opinion that there will be no outside the national forest over which sanitary control should he obtained when the need therefor arises.
