must be impregnated, not only with
deenyed vegetntrie substances, but

tists, before bonds nre voted to pur
chase It. It Is claimed our present

nothing more than beaver dam land
with submerged springs. Springs can
Jbe seen cropping out all along the
, east side of the marsh. It is certain
.that none of tho water passing thru
this marsh over reaches the springs.
Even if the marsh were nt a higher
elevation than the springs it Is not
probable that any of tho water of
tho marsh would ever find its way to
the springs for the reason that the
well defined drainage channel of
Four Bit Creek lies between the
marsh und the springs.

manent purity of tho Big Putte
Springs Is practically beyond suspic
ion, 'nevertheless If the proposed de
velopment should be approved by the
voters of the city, the water commis
sion would undoubtedly take steps to
have the entire drainage area tribu
iary to the springs nnd within the
boundaries of the Crater National
orest set aside as a reserve for the
protection of the municipal water
supply. This matter has been dis
cussed with the forest supervisor and
lt is his opinion that there will be no
outside the national forest over which
sanitary control should he obtained
when the need therefor arises. The
state board of health has ample
power to fully protect tho water for
city use, and It will only remain for
tho water commission and lis cm
ploycs to see that this protection is
