BRINOING. AN1 lFEEL OF GERMANY IS ARRESTED AT G. P. PORTLAND. Ore.. July 22. (A. Pi) Clement J. Pape, former Ferman vice-consul here and resident manager 1 of tho Shanghai Building company, who was arrested yesterday at Grants Pass charged with embuzzlement of between 160,000 and 170,000 from the Company, declared when brought here today that he had been made a scapegoat. '.This is the result of blackmail, Intimidation and malicious persecu tion," he said at tho county Jail Where he Is held in lieu of $50,000 bail, ' Pape was found by officers - working as a laborer in a rock quarry near Grants Pass... Ho said shortage lof funds had forced htm to take that employment as a meanB of livelihood. . He said his trouble resulted from .on attempt to cover up unfortunate .speculations by an officer of the com .pany, who he said, is a wealthy resi dent of Shanghai. Pape declared that several times he had been promised immunity if he would agree to admit .that he had stolen the money that the Company is short. . Pape denied charges that he had been extravagant and had squandered money on a woman,. Pierce Signs Extradition. SALEM., pre, July 22. Governor Pierce today honored 'a requisition of California for the extradition of Harry Van Gelder, who'ls wanted in Los An geles on a charge of embezzlefent. He was arrested in Salem several weeks ago and has.. strongjy .fought, extra edition. Lester Williams, who was ar rested with him on a, similar charge, yras extradited about two weeks ago.
