Over four thousand children have de fective Vision; over three thousand have defects of hearing; over fifteen thuoasnd have adenoids or diseaesd tonsils; and over 60,000 have defective teeth. , , During the past year there were 15. 674 births in this state. One in twen ty of these children' will probably die during the first year of its life. One hundred and' fifty are mentally defec tive; over one hundred of them havo organic heart disease; six hundred have dufuctlve vision; four ', hunderd and fifty defective hearing; one quar ter of them have adenoids and dis eased tonsils; and over one-half of them will develop defective teethe the time ten reach adult life onlyone third of them will be classed -among tho phyiscally fit.. - v,. ; ; In a tsato as rich and intelligent as the stato of Oregon we should have few chlldreh developing Into manhood a ndwomanhood ,, with handicaps of romedluble physical defects. The practical problem of bringing up healthy children demands that each child must be carefully considered and all remediable defects removed. It Is wasted time and money trying to force defective children through the regulnr mill of school work . Every child should have a physical examin ation before his entrance to school, put in the best possible condition, and maintained in that condition by care ful supervision- Vc ai responsible for the normal development of our children. ,. Children are born without habits, but habits are soon formed and tho bud ones come more easily than the good ones. , In order to grow healthy chlldreh a comprehensive and intelligent pro grant' must be adopted. That evpry child is protected from improper care and that physi cal defects are corrected before se rious harm is done. 4 4, That frequent physical examina tions are made to insure normal de velopment. The last Legislature passed a law requiring these for-hire busses and trucks to pay a moderate " charge to reimburse the State and Counties in part only for the damage these heavy Dusses and trucks are doing to the highway.
