tain Yankoff, who Is alleged to havo
been tho head of the conspiracy In
the bombing of the Svetl Krai ca
thedral Thursday, was killed by po
lice early this morning. When po
lice dlscovored his- hiding place and
called upon hhn to surrender ho re
piled by opening fire upon them and
throwing several bombs. He was
dropped by their return fusilade.
The government still is using

legislative business."

advocates of this reform recognize it

have appealed to them for their recti
fleation of rule 22 so ns to protect the
majority of the senate In Its 'constitu
tional right to legislate. .

to the citizens of the different states
to Impress upon their individual sen
ators by correspondence, by resolution
or petition their attitude on this prop
osition. If the people believe In this
reform In government, their belief
should bo reflected in the attitude of
the senators themselves in rectifying
the rule. The United States senate is
responsive to public aentimont, but
senators must know that In the states
which they represent this sentiment
oxists.
This appeal Is not in a spirit of hos
tility. It is to form and present an
issue upon which a fair test of public
opinion can be made. It is to the end
hat those who aro the source of gov
ernmental power may eje press them
selves upon a remedy In a lawful way.
