legislative assembly, .the various con?

ies, all of which are restricted to the
6 per cent constitutional limitation.

only $13,377.24 less than the estimat
ed expenses of the stnte for the year
1923 as Included In the state levy of
taxes for that year.
The total expenses estimated by tho
tax commission in December, 1922, to
which the state would be subject for
the year 1923, was $4,948,593.63, but
of this sum $611,354.81 is carried for
ward to the year 1924 and used as a
credit on the total expense of the year
1924, amounting to $4,935,316.39.

So far, then, the sum of 611,354.81
represents Items included In the 1923
tax levy either of excess of estimate
or which were expenses authorized by
law at the time the levy was promul
gated and the' law therefore either re
pealed or amended at the 1923 session
of the legislature, with the exception
of an item of $400,000, which was in
cluded to cover new public buildings
and improvements of public buildings
contemplated as necessary during the
biennial period following. , . . .
In the promulgation of tho tax levy
It has always been the policy of the
tax commission to use tho Item for
public buildings and improvements of
public buildings as a leveler for the
two years of a biennial period, ho that
tho tax levy for each of tho years of
a biennlum may be as nearly eo.ua) as
It 1h possible to make the same under
such an adjustment.
Amendment Cuts Ixtvy - !
The amendment 'of the compensa
tion law providing that administrative
expenses shall be paid from contribu
tions, as well as tho law providing for
the making of loans to soldiers from :

reason that $160,000 was Included in;
the 1923 levy for these purposes and
only substantially $50,000 -used, while :
the item Is cut out wholly for the year
1924. This applies to the reference to
the amendment of the law providing
for a bounty on wild animals and af-'
fords a crodlt of over $2 5,000 on the I
1924 levy, as that . much less was ap-1
proprlated than had boon estimated

The result is nut a reduction of
stnto expenditures, but a shifting of
state expenses. It is true, that tho ;
Income tax Is estimated to yield ;
$1,250,000 during tho year 1924, and
that sum, with available receipts from
other sources than the property tax.
