Tho Southern Pacific and Union Pacific systems should be consolidated If the old rail lines In the northwest, are united as proposed to the Inter state commerce commission by Hate Holden, president of the Chicago,, Burlington & Qulucy, Judge Robert; S.rLovett, chairman of the Union Pa- j clfic; declared at a bearing on con solidations held here today before Henry C. Hall, a member of the coiu- mission. .... , Judge Lovett declared that the con-' solldatlon of the Great Northern, Northern Pacific and Burlington as; proposed by Wr., Holden in his "four, system" plan for consolidating west ern railroads, would set up a system far -overshadowing the competitors provided by that project. There was an apparent recognition of this, he declared, in the plans on "jumbling of other lines with the Union Pacific and Southern Pacific In order that there should be other systems equal In mileage and Investment to the Hill combination, however unequal in solidarity." Criticising the Holden plan in de tail, he asserted It sent both the Un-; ion Pacific and Southern Pacific '"far. afield Into territories where they have never been and where there is apparently no reason for them to go," and added "the Hill linos are treat ed very conservatively in this respect." Judge Holden said the Holden plan weakened the old Harrlman lines by loading them' down with lines for which they had no natural affilia tion and by making them competitors of their natural allies. The Union Pacific head also dis agreed with Mr. Holdcn's view that each Pacific coast road should bave a line extending to the Gulf of Mex ico, assorting that the east and west traffic was the Important and con trolling factor with transcontinental lines and that the Holden plan would disarrange long existing export grain arrangements through Atlantic purls by favoring gulf ports. On the geuerul matter of consoli dation Judge Lovett said the com mission's own plan, providing for seven systems Instead of tho four pro posed by Mr. Holden, should bo de parted from only with great caution. He stated that tho attitude of his or ganization as acceptance of the prin cipal of consolidation as a govern ment policy added: "It is our pur pose to cooperate to the greatest ex tent we can consistently with what wc regurd as our duty to our stock holders and employes and the com munities and traffic we servo." Judge Lovott said conditions Im posed by tho commission on the Southern Pacific application for per mlssison to retain control of the Cen tral Pacific protested his road with reasonable adequacy and that he had no objection to the Southern Pacific continuing in control under them. Judse I.ovett declared the Holden plan was kinder to the Atchison, To--peka and Santa Fe system than to bis own, by giving it connections into the St. Paul region and tho Spo kane region now relied upon by the Union Pacific for traffic and by turning over to the Santa Ke the Chicago nnd Northwestern, which he said was n principal gateway for westbound traffic out of Chicago in competition with tho Santa Fe Itself. Judgo Lovett made it plain that ho had no objection to the commis sion's authorizing a consolidation of tho Hill lines, but insisted that if this were done the commission should also authorize tho reconstitution of tho Harrlman group to meet tho strong combination that would bo ef fected by tho Hill consolidation. Hit said the Holden plan would also run counter to the legislation under which the Union Pacific and Central Pa cific were constructed as one con tinuous line by assigning the South ern Pacific a half interest in the Donvor and Klo Grando Western and Denver nnd Salt Lake, which with other conditions would make it to the interest- of the- proposed Southern Pacific group to tear down Instead of build up the Ogden route of the Union and Central Pacific. He continued: "The Union Pacific Is sent down into Tennessee. Alabama. Louisiana, Texas, Arkansas and Oklahoma with lines to New Orleans, Laredo on the Mexican border, and to El Paso and again Into Northern Michigan. The Hill lines' only new territory is from Fort Worth to Houston, Texas and over tho Kansas City Southern .and another short line to New Orleans.'- Judge Lovett said Mr. Holden's sub-! stttutlon of tlio Chicago, Milwaukee ami St. Paul for tho Chicago and Nnrtbfcstern for consolidation with! the Union Pacific would not only dis rupt existing channels of trade, but would lessen competition becauso the St. l'uu! road Is the competitor of tho Union Pacific while tlio Northwest ern is a connection. Summarizing this portion of his testimony, Judi;e Lovett said: "Tho consolidation of tile Hill lines with their subsidiaries into a single system would so far overshadow its competitors nnd any other railroad system proposed in the United States In size and financ-lul strength and possibilities thut one might infer a deisre to meet this objection had something to do with tho jumbling of the International and Great Nor thern.
