Mr. Hills was defeated in tho Edge Hill division of that city by a plu rality of uhout 1000 votes. Tho seut was won by J. 11. Hayes, tho labor candidate, who is said to havo been surprised at his victory. With tho exception of tho Scotland division of Liverpool, which tho vete ran nationalist, Thomas O'Connor, has represented since ISSii, every one of Liverpool's proven divisions has been represented by a conservative for many years. Sir W. V. Kuthorford, tho sitting member for Kdgo Hill, who retired to provide n scat for Mr. Hill has been returned by largo majorities in ovory election furt tho past twenty years. ' - Only DS per cent of tho electorate voted yesterday. This showing is gen erally attributed to tho refusal to support a nomineo of tho govern ment whose policy on tho houso ques tion and some other issues is held in profound disapproval by a faction of tho conservatives. t Another factor in Mr. Hills defoat was the women's vote. Mr. Hills' defoat is regarded as a staggering blow at tho government, eclipsing the results of tho Mitcham and Willcsden bye-elections, in which Sir Arthur Oriffith-Uoscawen and Lieutenant Colonel O.
