As a result tho legislators, who do represent tho people, arc con tinually subjected to pressure from the lobbyists who don't. Consc (iliently the atmosphere at Salem is bound to be lop-sided. Only the exceptional legislator can see things with perfect clarity, only the in dividual' who thoroughly understands1 the' character of the Third House, and has evolved certain insulatioft against it, can as a member of either of the other two houses maintain a proper perspective. ESBWf ' " The ideal tiling would be to have a Fourth House, an organiza tion of supermen, who like Congressman Hawlcy, have "no interest to serve but the public interest, who would be on the job day and night, not trying to secure this selfish advantage or that, escape this obligation or that, but trying simply and conscientiously to serve the people. Under present condi tions, the legislators receive communications only from those who for one reason or another are self-intorcsted. The people as a whole remain aloof and do their cursing when the mischief has been done. "We venture to say the average representative would appreciate noth ing more than a large bag of mail every day from his constituents. An active and confirmed letter writing habit, would assist the legis lators, benefit tho letter writers, and immcasurcably advance the cause of good government in the state.
